Description

The City of Oxnard is seeking a highly skilled professional for the position of Risk Manager to join the Human Resources Department. The selected candidate will be responsible for developing and implementing the activities and operations of the Risk Management Division. This individual will oversee the administration of general liability claims / litigation, workplace safety, workers' compensation claims, and the purchase and administration of the insurance programs. The candidate will collaborate with other departments to reduce risks to the City and to promote and enhance the City's safety culture.

This position will direct, manage, and oversee the activities, staff, and operations of the following areas :

Workers Compensation

  • Manages the City's third-party administrator for workers' compensation claims to ensure timely resolution and to provide authority to settle claims.
  • Monitors and investigates workers' compensation issues and reviews case outcomes.
  • Analyzes workers' compensation claims to identify loss trends and implements programs to reduce losses.
  • Interfaces and coordinates with legal counsel for case preparation and coordination of workers' compensation cases.

Liability

  • Manages the contract between the City and the third-party administrator for general liability claims and provides authority to settle claims.
  • Monitors performance standards and authorizes claim settlements based on established dollar limits.
  • Analyzes claims to identify loss trends and implements programs to reduce losses.
  • Develops and maintains a comprehensive claims management system.
  • Provides analysis, reports, and recommendations to City Council, department directors, managers, and supervisors regarding risk management and insurance issues.
  • Reviews and approves contracts, leases, and purchase documents to reduce risk exposure through hold-harmless agreements, bonding, and / or insurance requirements.
  • Employs contractual risk transfer strategies to reduce risk to the City by approving and tracking appropriate levels of insurance for vendor contracts.
  • Act as representative to the City's excess liability insurer, attending meetings as required.
  • Analyze trends in liability coverages and case law; make recommendations for the needed coverage, purchase, loss reduction, and cost; review contracts and agreements relating to insurances and endorsements.
  • Oversees a subrogation program and collects from third parties for damage to City property.
  • Safety

  • Oversees and develop the City's Workplace Violence Prevention Program.
  • Oversees DOT testing compliance.
  • Manages the occupational medical program including oversight of workers' compensation treatment, fitness-for-duty evaluations, pre-employment and annual physicals, disability accommodations, DOT, and reasonable suspicion drug testing.
  • Serve as the City's Americans With Disability Act (ADA) Coordinator; review internal and external requests for reasonable accommodations under State and federal disability discrimination law; seek solutions with line management of impacted departments / divisions.
  • Monitor and manage federal and state leave programs (FMLA, CFRA, etc.).
  • WORK SCHEDULE : The normal work week is 9 / 80 : Monday through Thursday 8 : 00 am to 6 : 00 pm and alternating Fridays 8 : 00 am-5 : 00 pm. This position may be required to work outside business hours, including on weekends and holidays, as needed to respond to workload needs. This position is considered exempt and not eligible for overtime pay.

    PAYROLL / CLASSIFICATION TITLE : Administrative Services Manager

    Essential Functions

    This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

    ESSENTIAL DUTIES :

  • Oversee the conduct of performance evaluations, training, hiring, discipline and termination procedures as well as directly supervise management and staff.
  • Plans, manages and oversees daily operations of assigned units and / or functions; directs and oversees the implementation of goals and objectives.
  • Conducts and participates in departmental staff meetings and meetings with other departments, City leadership and the public; interprets policy and regulations; serves as a City representative and provides consultation, guidance, and issue resolution related to assignment area.
  • Reviews and / or prepares a variety of reports, statements, regulatory documents, policies, procedures and / or study analyses; analyzes information and recommends and implements decisions and processes.
  • Develops, implements and monitors adherence with policies, procedures, standards and applicable laws and regulations.
  • Participates in the development and management of assigned budget; monitors expenditures and budget compliance; prepares forecasts and recommendations related to resource requirements.
  • Performs other duties of a similar nature and level as assigned.
  • POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE :

    Positions assigned to the Human Resources Deartment may be responsible for :

  • Serving as the risk manager for the City including representing the City on workers' compensation issues and general liability claims;
  • Providing management oversight over multiple human resources functions and units.
  • Minimum Qualifications

    The following are the minimum qualifications necessary for entry into the classification :

    EDUCATION :

  • Bachelor's degree in business administration, finance, accounting or related field. (must be attached to your application)
  • EXPERIENCE :

  • Six (6) years of advanced journey-level professional experience in risk management, loss control, safety or similar programs involving workers' compensation, property, casualty and liability claims are required and two (2) years of supervisory experience.
  • Public sector experience is desired.
  • LICENSING / CERTIFICATIONS :

  • Valid California Class C Driver's License.
  • Possession of an Associate in Risk Management (ARM) certificate is highly desirable.

    Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

    This position requires a 12 month probationary period.

    Retirement Contributions :

    New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

    Vacation / Annual Accrual Rates :

    Leave accrual rates vary between 6.24 - 11.78 hours per pay period based on years of service.

    Administrative Leave :

    Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year.

    Deferred Compensation :

    The City contributes 1% to a deferred compensation program.

    Bilingual Pay : A regular full time employee may receive bilingual pay at the rate of $50.00-$100.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

    Health and Dental :

    Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below :

    Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

    Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,956.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

    Holidays :

    The City observes 12 holidays per year

    Life Insurance :

    City employees receive Basic Life Coverage ($5,000) AD&D ($10,000) 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance.

    Tuition Reimbursement :

    Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year.
