BASIC FUNCTIONUnder the direction of Deputy Superintendent, Business Services, plans, coordinates, implements and directs the District's Risk Management programs, including but not limited to, health and safety, general property / liability insurance, workers' compensation, employee benefits and health insurance, in adherence to Federal and State laws, and District rules and regulations.

REPRESENTATIVE DUTIES / RESPONSIBILITIES
Plans, organizes, coordinates and implements the insurance, loss control and risk management programs, including self-insured and indemnity functions of property, casualty, liability, worker's compensation, medical, dental, vision, life and retirement programs and employee and pupil safety programs.
Interprets and applies assigned code, laws, legislation and sections of collective bargaining agreements pertaining to risk management and safety.
Participates in the investigation of incidents and coordinates the preparation of material and evidence for use in hearings, litigation and insurance claim cases.
- Reviews district contracts for safety, risk and insurance requirements;
- Monitors expenditures in the health benefits and worker's compensation funds and insurance related portions of all other District funds;
Conducts on-site inspections, and identifies and analyses District loss exposures and reviews loss histories
Performs property, liability and related insurance surveys
Evaluates and analyzes financial and other data to prepare and present reports and information related to risk management, accident prevention and District loss and claims experience.
Assists in the development, maintenance and management of necessary budgets to accomplish risk management programs; evaluates and analyzes costs and benefits of insurance programs and participates in contract negotiations with providers; and assists in the development of cost containment programs
Participates on the District's Safety and Health Benefit's Committee, and assists with the District's safety training program for employees and supervisors.
Provides technical expertise and support to administrators and employees concerning safety training, loss control, health and welfare benefits and worker's compensation.
Communicates with health care providers, attorneys and third party administrators regarding health insurance and worker's compensation issues.
Reviews injured employees' timesheets and verifies industrial leave against records received from medical facilities.
Maintains appropriate data storage and retrieval systems for risk-related information.
Maintains an inventory of all District vehicles to ensure they are included in the District's insurance coverage.
Acts as District representative on the Ventura County Schools Self-Funded Authority Risk Management Committee.

Education / Experience
A Bachelor's degree in Business Administration, Public Administration, or a closely related field, AND two years of experience performing increasingly responsible duties in support of a risk management and / or workers' compensation programs, preferably in a public agency setting.

Examination Process
a) Training and Experience Evaluation :
If it is determined that your application meets the minimum requirements for education / experience, your responses to the supplemental questionnaire will be scored by a panel of Subject Matter Experts (SMEs). A passing score on this examination part will be used to qualify applicants for the oral examination.
b) Structured Oral Interview
The oral interview will contain questions that assess technical knowledge and experience, and one's general fitness for successful performance in the position.
Applicants must receive a passing score on the structured oral examination to be placed on the eligibility list.

SICK LEAVE : One day per month, cumulative from year to year (employees working less than 12 months shall earn sick leave on a pro rata basis).
VACATION : 22 days / year; No vacation accrual for Assistant Superintendent, Business Services
SALARY STEP MOVEMENT : Anniversary date until top step is reached; N / A for Assistant Superintendent, Business Services.
AUTOMOBILE ALLOWANCE : $335 / month for Director / Department head positions; $500 / month for Assistant Superintendent.
DOCTORATE DEGREE : Additional $798 / Year.
LONGEVITY COMPENSATION : Upon completion of 19, 24, and 29 years of service from the hire date, employees receive an additional $823 / year on the salary schedule; N / A for Assistant Superintendent, Business Services.
