The City of Oxnard's Public Works Department, Special Districts Division, is seeking a Senior Management Analyst with strong analytical and management skills to be part of the team. This individual will be responsible for the Division’s public engagement, administration, procurements, and tasks related to the formation and reformation of Districts within the City.

WHAT YOU’LL DO:

  • Manage and assist with contract procurements including scope writing

  • Collaborate with Public Works administrative staff

  • Write and present staff reports to City Council

  • Engage with residents regarding Division operations, petitions and polling, requests for information, and budget updates

  • Explain and manage the Proposition 218 process for Districts that elect to adjust their formation documents

  • Coordinate the purchase of equipment services, supplies or materials for the city;

  • Evaluate and recommend action on bids and proposals;

  • Receive and process requisitions;

  • Prepare, evaluate and recommend action on bid documents;

  • Administer cooperative purchasing agreements;

  • Negotiate contracts;

  • Assist with preparation of specifications, proposals, evaluations and awards;

  • Develop and maintains vendor relationships;

  • Ensure compliance with policies and procedures.

  • Performs other duties of a similar nature and level as assigned.

Payroll/Classification Title: Administrative Services Analyst, Senior 

SUPERVISION EXERCISED / SUPERVISION RECEIVED: 

Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of any unusual or irregular issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. Supervises paraprofessional staff and less than two professional staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

DISTINGUISHING CHARACTERISTICS: 

This classification is distinguished from the Administrative Services Analyst in that it performs advanced professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration. May lead professional level staff and may serve as a designated subject matter expert.

WORK SCHEDULE: The normal work week is Monday through Thursday 7:30am to 5:30pm and alternating Fridays 8:00am-5:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.

  • Performs advanced professional financial, managerial and/or operational analysis work; supervises and oversees paraprofessional and professional staff in assigned area; may assist in training staff and serving as a lead worker

  • Provides programs management in assigned area; provides analytical support and coordination of special projects, as assigned.

  • Responds to inquiries from internal and external customers; conducts research, audits and/or assessments; provides information, guidance and materials in support of designated programs; troubleshoots issues and resolves problems; and, provides project staff support, liaison services and/or general oversight to designated committees, external stakeholders or project teams. Monitors and ensures compliance with policy, procedures, standards and/or regulations.

  • Gathers information, analyzes and compiles data, identifies requirements and trends, and presents findings; prepares, updates and maintains records, reports, presentations, and databases.

  • Participates in the development, implementation, monitoring and evaluation of assigned division, program, and/or project budgets and expenditures. Provides procurement recommendations and assists in purchase acquisitions.

  • Performs other duties of a similar nature and level as assigned.

Positions assigned to management analysis/program administration may be responsible for:

• Perform professional advanced journey-level analysis policy support and program/project administration;

• Lead project development, design, coordinate and implement programs;

• Manage projects;

• Conduct financial analysis

• Administer contracts;

• Prepare agenda items for City council and other boards and commissions;

• Compile and analyze data;

• Prepare complex reports;

• Represent the city in professional meetings and/or with other agencies;

• Write grant applications; conduct surveys;

• Recommend policies and procedures;

• Participate in the design of new and revised programs, systems, procedures and methods of operations;

• Coordinate and review transactions;

• Plan and coordinate safety programs and emergency plans, as assigned;

• Perform injury/accident investigations, as assigned;

• Assist with deterring reasonable accommodations, as assigned.

The following are the minimum qualifications necessary for entry into the classification: 

EDUCATION:

  • Bachelor’s degree in business administration, finance, accounting or related field 

EXPERIENCE:

  • Three (3) years of journey-level professional experience in area of assignment

OTHER REQUIREMENTS:

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work. 

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions. 

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis. 

This position requires a 12 month probationary period.
