Description
Under direct supervision of the Revenue Manager, responsible for preparing weekly, monthly, and periodic reports on all licenses and other statistics, as required. Conducts financial audits of taxpayers and / or analytical reviews. Responsible for conducting audits of business license renewal forms to check for reasonableness and accuracy. Reviews quarterly / annual payroll tax remittances for consistency and reasonableness. Reviews newspapers, other publications, and other sources for non-compliant businesses that do not submit payroll tax and / or are not licensed. Conducts analytical reviews. Assists in reviewing all pertinent suspense accounts. Assists with the selling, processing, and collecting of revenue for various licenses, property taxes, and all other types of municipal receipts and user fees. Assists the public by handling phone inquiries regarding various licenses, fees, and revenue collection. Responsible for the creation and maintenance of computer and / or manual records and / or reports related to all municipal revenues and / or license records of files.
Requirements
Qualifications :
Must have a bachelor's degree in accounting or related field and three (3) years progressive experience in an accounting field; excellent oral and written communication skills; proven strong organization skills; thorough knowledge of Generally Accepted Accounting Principles (GAAP); working knowledge of federal / state income tax laws; strong working knowledge of Microsoft applications; strong interpersonal skills; and / or equivalent combination of training and experience which evidences an advanced knowledge of business and accounting. Auditing experience is preferred but not required. Must be bondable.
Illustrative Duties :
- Assists the Revenue Manager with posting; balances and reviews work for accuracy and completion; assists in the development of applicable process and quality control procedures and reconciling all applicable suspense accounts.
- Assists a large number of walk-in customers; answers a high volume of calls from customers, and personnel from other agencies, attorneys, and financial institutions; manages challenging and / or difficult interpersonal interactions regarding revenue collection or tax-related records. Meets with delinquent taxpayers to explain tax bills and delinquent taxes and / or occupational licenses. Accepts all manner of tax payments, fees, and occupational license payments, and issues licenses to general public customers. Works with collection agency and / or attorneys for collection of delinquent taxes and / or occupational licenses.
- Conducts desk and / or field audits of business license renewal forms and related federal income tax forms to ensure compliance, consistency, and accuracy.
- Assists co-workers with difficult or complex assignments; performs duties of co-workers as necessary ; answers questions from City officials, supervisors, employees, and the general public; performs related clerical duties; and prepares daily bank deposits.
- Conducts desk and / or field audits of payroll tax remittances for compliance, consistency, and accuracy, which may include a review of annual federal W2 forms.
- Coordinates occupational licenses, permits, fees, and / or any other accounts receivable along with related file maintenance; assists in the generation of various license, permit, and revenue-related reports, printouts, and forms.
- Manages all matters of collection efforts, including but not limited to, legal and court actions for occupational license fees and / or property taxes.
- Plans, organizes, and conducts desk and / or field audits for occupational license compliance; assists in the collection of all manner of delinquent accounts.
- Contacts non-compliant organizations to ensure full compliance for business license and payroll tax withholding and remittance.
- Performs other duties as assigned.
Special Knowledge, Skills, and Abilities :
Knowledge of the City's policies and procedures; thorough knowledge of Generally Accepted Accounting Principles (GAAP); revenue collection procedures; collection techniques; and all pertinent governmental accounting reporting requirements.

Ability to follow policies and procedures; calculate mathematical problems; maintain accurate records; post and key data accurately into database spreadsheet; follow complex oral and written instructions; sort items according to established guidelines; gather, collate, file, and classify information and data; prepare concise and meaningful and accurate reports and documents; manage difficult and challenging interpersonal interactions; work with the public; and develop good working relationships. Physical Requirements :
Ability to operate a personal computer and 10-key calculator by touch. Ability to handle large printouts or files (up to 30 pounds) and bend or stoop to reach low file drawers. Ability to read and copy from one document to another.
