What are the responsibilities and job description for the Recreation Supervisor position at City of Paducah?
JOB RESPONSIBILITIES:
Under general direction, the recreation supervisor plans, organizes, supervises, and implements comprehensive programs, activities, and events in athletics, aquatics, and recreation to include youth and adult leagues and tournaments, health and wellness programs, classes, children’s programs, day camps, community festivals and events, parades, concerts, etc. for the community. The supervisor oversees the day-to-day operations of parks and recreation facilities including but not limited to the Paducah Recreation Center, Noble Park Pool, Paducah Farmer’s Market, and Robert Cherry Civic Center. The supervisor evaluates the work performance of recreation and event staff; works with administration to develop goals and objectives, and implements the division budget; maintains accurate records and files. Night and weekend shifts are required as assigned, in addition to declared state of emergency assignments. The supervisor performs administrative duties and provides technical assistance as needed and/or requested.

- Plans, organizes, supervises, and implements comprehensive programs and activities in youth and adult athletics, aquatics, and recreation
- Plans, organizes, supervises, and implements comprehensive programs and events for the community including but not limited to children’s programs, day camps, community festivals and events, concerts, parades, etc.
- Coordinate, organize, and implement day-to-day operations for the Noble Park Pool, Paducah Recreation Center, and Robert Cherry Civic Center
- Plans, organizes, and supervises the day-to-day operations of the Paducah Farmers’ Market program, Robert Cherry Civic Center, and Paducah Recreation Center
- Manages full-time and part-time staff including hiring and training, develops and implements staff schedules, assignments, and recommendations for disciplinary action or termination, and evaluates performance regularly
- Development and implementation of department marketing strategies, objectives, and goals including but not limited to the promotion of programs through publications, news releases, website, social media platforms, etc. according to the City’s communications plan
- Administers business functions and ensures proper operations following department policies and procedures
- Assists with the development of the division budget and submits requests to the Assistant Director
- Performs inspections of facilities and reports needed maintenance and/or repairs according to department policies and procedures
- Secures funding and resources for programs through community partnerships and sponsorships
- Assists with the maintenance of department software and database systems including Rec Trac, Munis, Tyler 311, GIS, etc.
- Serves on various boards and committees as assigned.
- Maintain strong working relationships with internal city departments and community stakeholders
- Responds to public inquiries, concerns, and complaints in a timely manner
- Expected to temporarily perform duties outside of normal classification in severe weather events and/or in the event of a declared emergency. In the event that an employee is excused from work, other than being sick, they will be required to report to work in a state of declared emergency

Job Type: Full-Time
Pay Range: $56,878 – $71,098 Annually, $27.35 - $34.18 Hourly

QUALIFICATIONS:
- Bachelor’s degree in Parks/Recreation Administration, Sports Administration, Education, Hospitality and Tourism, or a related field
- Four (4) years of progressive experience in community recreation, aquatics programming, sports administration, and/or hospitality and tourism, or related field
- Any combination of education, training, and experience that displays a thorough knowledge of parks and recreation operations, programming, and event planning
- Management or supervisory experience is preferred
- Valid Kentucky State Driver’s license or ability to obtain one
The following Certifications are preferred, or must be able to obtain within 6 months of employment:
- Certified Pool Operator
- Aquatics Facility Operator
PHYSICAL REQUIREMENTS:
Demonstrated computer ability in the use of Publisher, Abode, Microsoft Suite, and PowerPoint. Valid Kentucky driver’s license. Tolerate various temperatures and climates for prolonged periods. Must maintain the physical requirements to successfully pass the Essential Job Function test as required for the position
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of department policies and procedures
- Knowledge of recreation and athletic equipment, event set-up needs, site planning experience, etc.
- Ability to establish and maintain good working relationships with public and government agencies
- Ability to prepare and provide detailed and accurate reports and presentations on an ongoing basis
- Public relations and communications experience with an emphasis on social and electronic media
- Proven ability to organize, manage, and implement programs and services
- Understands role as a departmental team member
- Excellent oral and written communication skills
- Excellent analytical, organizational, program, and time management skills
- Available to work odd and irregular hours
- Works well under pressure, is flexible, and has high attention to detail
- Willingness to learn and acquire necessary certifications and training as applicable
- Ability to provide regular written performance evaluations on employees
- Skill in the use of mobile phones, telephone systems, personal computers including word processing and other software, copy and fax machine
