MINIMUM TRAINING & EXPERIENCE
Graduation from high school and a minimum of three (3) years of experience in utilities inspections, the construction trade, or building inspections with an emphasis in the water or wastewater industry. Applicants must possess one of the following: Florida Department of Environmental Protection (FDEP) Level “3” (or greater) water distribution system operator license or the Florida Water and Pollution Control Operators Association (FWPCOA) Level “C” (or greater) wastewater collections system operator certification. Must possess a valid Florida Driver’s License and have an acceptable driving record and maintain an acceptable driving record.

GENERAL STATEMENT OF JOB
SPECIFIC DUTIES & RESPONSIBLITIES
Inspects utilities construction projects so as to enforce state and City ordinances governing minimum standards and requirements of new construction, alterations, and repairs. Inspects utility work within City and Utilities service area. Examines construction methods and materials used, to ensure compliance with City planning and development policy and established project plans and specifications. Advises contractors, engineers, architects, contractors, and customers of amendments or alterations to achieve compliance, as necessary.
Reviews project plans and specifications to ensure compliance with applicable codes and ordinances, and recommends amendments or alterations to achieve compliance, as necessary. Inspects utility projects, and confers with city officials to ensure approval and acceptance of all site work prior to issuance of certificates of occupancy, as appropriate. Reviews project record drawing for accuracy and completeness, including correctly documenting plan amendments and field changes.
Confers with contractors, architects, engineers, Utilities officials and others, as necessary, regarding inspection requests, construction codes, building plans, etc. Coordinates with staff on Utility shutdowns as needed for projects, including boil water notices and customer inquiries pertaining to projects. Recommends issuance of stop-work orders on construction jobsites in cases where non-compliance problems are not resolved.
Schedules inspections and required testing with on-site contractors, Utilities officials, and other parties involved. Prepares written reports and records of identified deficiencies and maintains various records and reports pertaining to the status of ongoing construction projects. Attends project construction meetings as needed. On a regular basis keeps electronic inspection logs, photos, plan changes, etc. to track project progress.
Assists with the department safety program as needed in reviewing policies and procedures for compliance with O.S.H.A. standards. Attend department Environmental Health & Safety monthly meetings. Must attend training related to job function, e.g. safety training, maintenance of traffic, OSHA training, etc.
May be requested to inspect existing private lift stations, wastewater collections systems, water distribution facilities and infrastructure to ensure compliance.
Responsible for documentation and records management by inputting data into required data bases and preparing documentation for submission to customer service for additional services or fees to the customers’ accounts.
May be assigned to shift work, may be required to work weekends and holidays, and may be required to respond to after hour calls.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.
Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 10 holidays, 1 birthday holiday and 1 anniversary holiday.
Paid Leave: Accrue 96 hours of vacation per year, accrued hours increase after 10 years of service based on years of service. Accrue 96 hours of sick leave per year.
Tuition Reimbursement: Upon completion of the initial probationary period, employees are eligible for tuition and book reimbursement for college level courses for Associate's, Bachelor's and Master's Degrees. (Currently frozen due to budget)
Salary : $250,000
