The following education and experience will be accepted:
- Bachelor's degree in accounting, business administration or a related field, plus two (2) years professional level municipal or county government experience in governmental budgeting, accounting or management analysis; OR
- Associate degree plus six (6) years professional level municipal or county government experience in governmental budgeting, accounting or management analysis; OR
- High School Diploma plus ten (10) years professional level municipal or county governmental budgeting, accounting or management analysis.
Advanced skills in the use of spreadsheet software and related graphics capabilities required. Preferred candidate will have knowledge or experience working with operating and capital budgeting. Technical publication experience preferred. Must be competent in the use of automated financial systems & software. Must possess a valid Florida’s Driver’s License and have and maintain an acceptable driving record.
Code 2: Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident-by-incident basis, the employee’s Department Head will make the determination when the employee will be required to work.
Under general supervision, supports development, implementation and monitoring of the City budget and Capital Improvement Program and performs various budget and financial analyses. Assists in development and balancing of City budget and capital improvement program and prepares and reviews revenue and expenditure projects and assumptions. Provides technical assistance and training to departments concerning budget and accounting issues. Reports to the Assistant Finance Director – Budget and Asset Management.
ESSENTIAL JOB FUNCTIONS
Works with Budget staff, City Manager’s Office and all departments to develop the City’s annual budgets.
Participates in the development of the annual City Budget by assisting with the review and analyzing of submitted budgets. Reviews department budget proposals for completeness, accuracy, and compliance with laws and other regulations.
Assists with combining program and department budgets together into a consolidated organization budget.
Assists in the development and implementation of improvements in the budgeting process.
Prepares the budget document using advanced Word and Excel processing skills. Assembles and collates the annual budget document in preparation for printing and posting electronically on the City Website and distribution on a compact storage medium.
Assists with preparing and submitting the City’s adopted budget for certification annually.
Assists with meetings and training sessions offered to departments regarding the budget process.
Reviews status of capital projects for required budget transfers.
Interfaces with other City, County, and State officials to ensure compliance with budgetary reporting requirements.
Researches and compiles information to respond to budget inquiries.
Coordinates budget and accounting information with other city departments, pertaining to grants and capital projects; works closely with departments to ensure that projects are closed promptly upon completion.
Performs evaluations and statistical analyses regarding revenues and expenditures.
