JOB SUMMARY
This position performs engineering design and review duties in support of the operation, development, and maintenance of the City’s Stormwater and Transportation Infrastructure.
Public Works Engineer I
Under general supervision, this is the entry-level class in the Public Works Engineer series. Incumbents generally have limited related work experience. Incumbents receive some instruction or assistance in the performance of the technical, analytical, and professional work assigned to this class. Incumbents are expected to work with independence and initiative; work may be reviewed during performance and upon completion. Incumbents are expected to be certified as an Engineer Intern.
Public Works Engineer II
Under direction, this is the mid-level position in the Public Works Engineer series. Incumbents assigned to this class are expected to perform the full range of assigned technical, analytical, and professional work with considerable independence and initiative with minimal instruction or assistance. Incumbents assigned to this class are expected to lead a variety of programs and projects, perform necessary research, and make recommendations regarding policy issues to the Director. Incumbents are expected to be licensed as a Professional Engineer.
MAJOR DUTIES
- Reviews commercial and residential submittals for site and stormwater design within City limits.
- Communicates with engineers, architects, contractors, and intradepartmental coworkers regarding construction projects; oversees project inspections and closeout documents.
- Manages contracted work; reviews submittals to confirm compliance with City, State, and Federal requirements.
- Reviews hydraulic analysis of drainage basins where proposed developments are to be located or which effect FEMA flood zones and historical drainage patterns.
- Assists with Street and Stormwater Division operations for right-of-way infrastructure maintenance and rehabilitation and to help alleviate nuisance flooding.
- Manages internal design projects, including the preparation of construction plans (using AutoCAD Civil 3D), specifications, bid documents, and cost estimates.
- Manages internal construction projects, including inspector and contractor oversite, invoicing, conflict resolution, and certifications of completion.
- Reviews, approves, and completes permitting for proposed projects.
- Prepares reports on City Public Works functions and proposed capital improvement projects including grant preparation and management as needed.
- Interacts with the public to answer questions and resolve problems in the field.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Public Works Engineer I
- Bachelor’s degree in civil engineering or related field.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Certification as an Engineer Intern in the State of Florida or ability to obtain within one (1) year.
- Proficiency in AutoCAD, Civil 3D preferred.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.
Public Works Engineer II
- All qualifications noted for the Public Works Engineer I position plus:
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with having had a similar position for a minimum of four years.
- Licensure as a Professional Engineer in the State of Florida.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of civil engineering principles and practices.
- Knowledge of plan development and review principles.
- Knowledge of relevant Federal and State laws and regulations, City ordinances, and department policies and procedures.
- Knowledge of computers and job-related software programs (Microsoft Office package and AutoCAD Civil 3D package preferred).
- Ability to review and interpret construction plans.

SUPERVISORY CONTROLS
City Engineer and Assistant Public Works Director assign work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include the City’s Land Development Code, the Florida Building Code, MUTCD guidelines, the Greenbook, the FDOT Design Manual and other FDOT guidelines, ADA standards, NWFWMD Design and Performance Standards, Florida Statutes and the Florida Administrative Code, and City and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied project management and engineering duties. The need to work cooperatively with a variety of stakeholders contributes to the complexity of the position.
- The purpose of this position is to provide engineering support for City maintenance and capital projects. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for City residents and visitors.

- The work is typically performed while sitting at a desk or table. The employee occasionally lifts light and heavy objects and distinguishes between shades of color.
- The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, boots, etc.
