This class organizes, monitors, and reviews the daily fleet maintenance and fleet preventative maintenance programs, supervises personnel, and ensures appropriate recordkeeping is maintained.


This is a "mandatory-testing" position that requires Drug Testing.


EXAMPLE OF DUTIES

Develops and enforces an effective job safety program by monitoring the work environment and use of safety equipment, assisting with investigation of accidents, and initiating any actions necessary to correct deviations or violations in order to ensure safety of employees and other individuals and compliance with all applicable laws, rules, regulations, standards, policies and procedures


Supervises staff responsible for fuel/oil/lube vehicle operation, as well as performing preventive maintenance/repair, including routine oil changes of all relevant equipment, which may include medium and heavy waste dozers, compactors, loaders, articulated haulers, skid steers, as well as a waste transfer fleet of semis, walking floor trailers, and many light duty vehicles


Plans and schedules repair work to ensure all work is done in a safe and timely manner while reducing lost productivity


Plans, organizes, and prioritizes vehicles and equipment for maintenance and repairs by coordinating work with internal employees and/or external contractors or vendors and preparing work orders to address issues and maintain workflow


Assists with preventive maintenance activities during high volumes of work


Oversees maintenance of all Department vehicles and support equipment by identifying priorities in maintenance and repair projects


Completes and documents preventive maintenance requirements on various machines and equipment by following diagrams, sketches, operations manuals, manufacturer's instructions, and engineering specifications, as well as troubleshooting malfunctions in order to ensure appropriate operation of machinery and mechanical equipment


Diagnoses difficult problems and recommends repairs by locating sources of problems through observation of mechanical deficiencies in operation, listening for problems and using precision measuring and testing instruments


Operates motorized vehicles, power and hand tools, electronic vehicle diagnostic equipment, and equipment for vehicle and mechanical system work, as well as mechanic's tools, including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of equipment


Oversees and manages outside contractors who perform overhauling and rebuilding of heavy trucks, tractors, dozers, compactors, and other standard or specialized gasoline, diesel equipment by performing inspections of outside repairs to ensure all work was properly completed in accordance with federal, state, and local safety and compliance procedures and following up where appropriate


Performs advanced preventive and repair maintenance functions on heavy equipment and vehicles used by the County on site and on the road, including: engine chassis emission systems, transmission, brake, hydraulic and electrical systems, vehicle body control systems, including hydraulics and electrical systems to maintain and repair vehicles in a timely and safe manner


Stays abreast of changes in equipment and mechanics by reading professional literature, attending training sessions and workshops in order to remain knowledgeable of heating and air conditioning systems to effectively diagnose and repair complex heating and cooling systems in vehicles in a timely and safe manner


Establishes and maintains a good working relationship with the site management personnel to accomplish required equipment maintenance repairs on time and within budget


Maintains effective staffing for the department by making hiring/termination decisions in concert with Human Resources and appropriate management, as well as conducting employee training and performance evaluations


Develops, recommends, updates, and implements policies and procedures relating to fleet management operations and to vehicle procurement, maintenance, and operation


Determines feasibility/economies of vehicle/equipment repair versus replacement by determining the most efficient and cost-effective maintenance/repair methods through in-house and outsourcing options


Coordinates the replacement of vehicles and equipment by recommending replacement of division-owned vehicles/equipment, coordinating vehicle/equipment requirements and specifications with other divisions and ordering with vendors, writing specifications for purchase of Department vehicles/equipment, reviewing bids for vehicles/equipment, and receiving and processing new vehicles/equipment


Develops and administers Fleet operating and capital budgets by monitoring expenditures to ensure compliance with approved budget


Operates a personal computer to include the use of word processing, spreadsheet, email, Internet, or other computer programs


Performs administrative tasks such as reviewing and approving employee work schedules, reviewing invoices, researching discrepancies, and forwarding for payment, as well as completing various forms, reports, and other correspondence


Maintains effective equipment maintenance schedules and records on all Department equipment and tools and implements a proactive preventative maintenance plan


Performs other duties as assigned.


TYPICAL QUALIFICATIONS

Minimum Qualification Requirements:


Training and Experience:

High School Diploma or equivalent (G.E.D.), and two years of specialized or technical training beyond high school in fleet maintenance, automotive repair, or a related field and five years of fleet maintenance experience, including three years at a lead or minor supervisory level; or a combination of education and experience equivalent to these requirements.


Licenses and Certifications:

Valid Commercial driver's license for the type of equipment operated with special endorsements

Road Department requires Class A CDL


Preferred Requirements:

Experience with Microsoft Office Suite

Utilize diagnostic equipment to troubleshoot and/or repair heavy equipment.

Read diagrams, schematics, blueprints, and reference manuals

Apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems

Coordinate, manage, and/or correlate data, including exercising judgment in determining time, place and/or sequence of operations

Operate, maneuver, and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Emergency Management Responsibilities

During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties as assigned.


Physical Requirements:

Positions in this class typically require climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, finger and hand dexterity as well as repetitive motions.

Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.

Incumbents may be subjected to moving mechanical parts, electrical currents, fumes, odors, dusts, gases, poor ventilation, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises and travel.
