What are the responsibilities and job description for the Project Manager position at City of Parkland?
This position performs highly responsible work relating to the City’s project management functions. This involves advanced professional and administrative work related to the management of a wide variety of construction projects under various stages for the City under the direction of the City Engineer.
KNOWLEDGE, SKILLS, AND ABILITIES
- Administers City’s Capital Improvement Projects which include roadway, drainage, utility, landscape improvements, building construction, building renovation, parks;
- Coordinates and/or performs engineering review and approval for development plans; ensures compliance with applicable codes;
- Coordinates and/or prepares construction documents, specifications, scope of work, construction cost estimates, schedules for capital improvement projects;
- Coordinate and/or perform the project permitting process including Federal, State and local regulatory requirements;
- Coordinates development projects with regulatory agencies for compliance with standards, regulations and conditions of development;
- Serves as contract administrator for all related project activities;
- Performs traditional project management activities (budget and schedule monitoring, program and plan review, contract monitoring, contract change negotiations, field review, project substantial completion and close-out, grant funding oversight);
- Leads the development and implementation of assigned projects according to defined goals and objectives;
- Identifies resources required to support the development and implementation of assigned projects;
- Coordinates the review of the work of vendors and consultants engaged in a variety of complex projects;
- Reviews consultants’ plans and specifications and conducts meetings with consultants and contractors as necessary;
- Monitors project effectiveness and identifies potential areas for improvement;
- Works with Purchasing to coordinate the bid process including evaluating bids,
andmaking recommendations for award of contract, and participating in negotiation meetings; - Issues Notice of Commencement and Notice to Proceed to contractors and administer pre-bid and pre-construction meetings;
- Conducts periodic “on site” review of construction projects to ensure quality conforms to specifications and construction schedules are maintained;
- Reviews field inspection reports;
- Maintain records of consultants/contractor payments;
- Reviews and approves pay requests;
- Negotiates the terms and value of additional service agreements for design professionals and change orders for contractors;
- Responds to the public inquiries using the city’s response tracking system
- Coordinates correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects;
- Performs special investigations, site analysis and feasibility studies and value analysis as required
- Prepares reports and recommendations for the consideration of the Department Director;
- Prepare City Commission Agenda items, resolutions, and purchase orders as needed for assigned projects;
- Perform AutoCAD and GIS work as needed;
- Serves as liaison between the Public, consultant engineers, contractors, regulatory authorities and City Officials;
- Performs other related duties as assigned.
- Bachelor’s Degree from an accredited four-year college or university with a major in Engineering, Construction Management, Architecture, or related field.
- Project Management Professional (PMP) certification, Professional Engineer (PE) certification, or General Contractor’s (GC) License preferred.
- Minimum of five (5) years of progressive experience in construction management or civil engineering related to project management.
- Municipal government experience preferred.
- Experience in using AutoCAD and GIS preferred.
- Must possess a valid state of Florida driver’s license with an acceptable driving record.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge in the areas of civil engineering and construction, surveying, transportation planning, stormwater management, water, sewer collection and distribution system, regulation of private and public development as applied to municipal public works project and programs.
- Knowledge of construction management methods, standard construction practices, and construction contracts and agreements.
- Knowledge of South Florida Building Codes and theories, materials and methods of building construction
- Knowledge of accounting principles related to budget and cost adherence.
- Knowledge of computer software applications including word processing, spreadsheet, project management, scheduling, AutoCAD and GIS.
- Knowledge of applicable occupational hazards and safety precautions.
- Skill in preparing and presenting clear concise reports of a complex and technical nature both orally and in writing.
- Ability to read and interpret contracts, specifications, construction plans/blueprints, site plans, and shop drawings.
- Ability to read and interpret, evaluate structural, electrical, plumbing and mechanical details of building construction plans to assure compliance with code requirements and to recognize deviations from such plans.
- Ability to understand basic concepts of land conveyance, easements, legal description, legal documents, applicable codes and regulations and the bidding process.
- Ability to learn the City’s electronic plan review software and GIS systems.
- Ability to supervise and coordinate multiple projects; ability to plan, organize and prioritize assignments and set goals and timetables.
- Ability to establish attainable goals, objectives and work plans to achieve goals and objectives in a timely and effective manner.
- Ability to solve problems, exercise sound judgement and initiative;
- Ability to work independently and efficiently;

- Work environment is typically performed in a dynamic environment that requires sensitivity and responsiveness to changes that include goals, priorities, and needs of the organization and position.
- The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects.
- Additionally, the following physical abilities are required: manual dexterity, grasping, handling, hearing, lifting, mental acuity, speaking, standing, stooping, talking, visual acuity, and walking.
- The incumbents in this position will be required to work pre, during and post emergency operations related to tropical storms, hurricanes, tornados, floods, fires and acts of terrorism.
Salary : $82,143 - $106,787
