The City of Pasadena seeks a seasoned and impartial Hearing Officer to perform a variety of legal work in the Hearings Division of the Rent Stabilization Department. This position plans, organizes, and conducts hearings and renders written decisions regarding tenant and landlord petitions.
The ideal candidate is a legal professional with experience conducting settlements that include managing administrative hearings and rendering written decisions on petitions. The successful candidate possesses analytical and decision-making skills, is fair and impartial, works independently under pressure, but also thrives working as part of a team. Strong communication, written skills, and knowledge of the government codes and ordinances that govern rent stabilization.
Essential Functions

- Prepares timely written decisions which demonstrate sound judgment in written statements of fact and conclusions of law, and which may present complicated arithmetical computations.
- Presides over hearings, limit issues and evidence.
- Makes ruling on scheduling, evidence and conduct of hearings.
- Reviews case files including petitions, responses and attachments and perform legal analysis to determine issues to be adjudicated at hearing.
- Performs legal research and analysis as required to interpret and apply legal principles and precedents to facts presented by individual cases.
- Conducts pre-hearing conferences to limit issues and evidence; decide scheduling and evidentiary matters and discuss settlements.
- Provides information to the Pasadena Rental Housing Board (PRHB) regarding decisions being appealed as required.
- Revises program documents and carryout other related administrative functions.
- Compiles workload statistics as required.

VACANCY INFORMATION
There is currently one vacancy in the Rent Stabilization Department. The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future.
Candidates selected for this position are subject to a one-year probationary work period.
Special Requirements
Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.
Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.
