Company : Los Angeles Unified School DistrictPosition : Hearing OfficerThe Personnel Commission of the Los Angeles Unified School District is seeking highly qualified Hearing Officers. Compensation will be : $1,500 per hearing day; $2,500 per reasoned decision (flat rate); and $500 for late cancellation of less than 72 hours.The Los Angeles Unified School District (LAUSD) is the nation’s second largest public school system, employing 31,800 classified employees (non-teaching employees) in approximately 1,100 job classifications. The Personnel Commission is an independent civil service commission responsible for adjudicating appeals of disciplinary actions.About the Job : Conducts evidentiary hearings and presents findings with recommendation(s) to the Personnel Commission relative to appeals of disciplinary actions of classified employees, and other issues as assigned by the Personnel Commission.Job Duties : Conducts de novo evidentiary hearings stemming from appeals of classified employees challenging formal disciplinary actions and other personnel-related issues within the jurisdiction of the Commission.Addresses issues arising in relation to the issuance of subpoenas; administers oaths; maintains control over the hearing process; rules on the admissibility of testimony and evidence; develops an evidentiary record as needed.Evaluates evidence and arguments.Reviews audio records or transcripts of the proceedings when needed.Performs research and analyzes laws, precedents, legal opinions, and other items relating to issues presented during appeal hearings.Prepares findings of fact and recommendations for approval by the Commission.Minimum Qualifications : At least five years of successful experience conducting arbitrations or personnel appeal hearings in the field of labor and personnel relations or employee discipline; or, two years of experience as the presiding officer in conducting judicial or administrative hearings; or five years in the practice of law including two years involving representation of clients before the courts. Experience related to civil-service law is desirable.IDEAL CANDIDATES SHOULD POSSESS : Trial, mediation, arbitration, and / or hearing experience with a strong commitment to due process, justice, and fairness.Strong interpersonal skills and positive regard for persons from diverse backgrounds.Skills in determining relevancy, credibility of testimony, and strength of evidence.Knowledge of procedures used in administrative hearings, due process, and rules of evidence.Superior writing skills to provide cogent and logical reports.At least five years of successful experience conducting arbitrations or administrative hearings in labor and personnel relations or employee discipline.Membership in the National Arbitrators Association (preferred).Law Degree (preferred).Knowledge of California Education Code / Merit System (preferred).Highly qualified applicants will be invited to participate in a selection interview.For information about the Personnel Commission, please visit www.lausd.net , under the “Employment” and “Classified” tabs.Contact Brittany Goins at (213) 241-5537 or Ana Casarez at (213) 241-7791 or ana.casarez@lausd.net for more information about the Hearing Officer assignments.Interested parties should submit their resume via e-mail to Brittany Goins at brittany.goins@lausd.net .#J-18808-Ljbffr
