The City of Pasadena is seeking a dynamic, motivated, highly collaborative Permit Technician who is interested in providing an exceptional level of customer service for our Planning and Community Development Department. A Permit Technician I perform duties providing customer support, issuing construction permits including building, electrical, plumbing, and mechanical permits. Incumbents must provide accurate information and use judgment interpreting and applying routine codes, department policies, regulations and precedents to specific cases or problems.
IDEAL CANDIDATE
The ideal candidate will be expected to demonstrate a complete understanding of all applicable policies, procedures, and work methods associated with assigned duties. The ideal candidate shall have experience working in a municipal setting and have experience working with a Land Management System and plan review software such as EnerGov and / or Bluebeam. This successful individual will provide customer service over the phone, and at the permit center public counter, which is a high-volume and fast-paced environment.

Essential Functions

- Receives and reviews building permit applications, plans and associated documents from customers; assesses scope of project and relevant permit requirements; provides information to customers regarding necessary permits and general code compliance of proposed projects and permit process updates; answers a variety of routine to moderately complex questions; calculates and verifies valuations and fees; accepts payments; issues permits as authorized.
- Routes plans to various departments for plan review; tracks and monitors plan review processes for timeliness; coordinates final plan review for permit issuance; enters data and plans into a variety of tracking systems and ensures the physical location of plans are tracked.
- Maintains records and prepares reports as required; prepares documents and performs quality control for electronic imaging.
- Schedules inspection requests and follow-ups and prepares field files for daily inspection for building inspections.
- Prepares Certificates of Occupancy as required.
- Researches a variety of data using internal and external databases to assist customers and staff in permit processing.
- Performs related duties as assigned.

MINIMUM QUALIFICATIONS
Graduation from high school or GED equivalent and two years of progressively responsible experience in customer service and clerical support in building or construction; or an equivalent combination of training and experience. Experience in a public agency is preferred.
DESIRABLE QUALIFICATIONS
SELECTION PROCESS
The selection process will consist of a training and experience evaluation, possible written exam or interview panel and departmental-level interviews.
VACANCY INFORMATION
There is currently one vacancy in the Permit Center of the Planning and Community Development Department.
The resulting eligibility list from this recruitment may be used to fill additional vacancies and similar vacancies in the future.
Candidates selected for this position are subject to a one-year probationary work period.
Special Requirements
Effective January 1, 2013, new members to CalPERS or an agency with CALPERS' reciprocity or who have more than a six month break in service between employment in a CalPERS (or reciprocal) agency will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula.
Employees who are current members of CalPERS or an agency with CalPERS' reciprocity, or who have less than a six month break in service between employment in a CalPERS (or reciprocal) agency and employment with the City will be enrolled in the 2.5% @ 55 benefit formula.
All employees are required to pay the full employee contribution to CalPERS.
