Duties: This is a position that is responsible for monitoring, reviewing, performing, and ensuring the accuracy of all financial transactions for the Pasadena Housing Office programs. This is a federally funded program through the U.S. Dept. of Housing and Urban Development (HUD). All administrative and program related expenses are paid through funds received from HUD. This position is responsible for establishing and maintaining a variety of complex and specialized report systems primarily for the Section 8 Housing Choice Voucher Program. Develops and maintains methods and procedures to accurately track and monitor division financial/accounting transactions. Review, prepare and submit all HUD required reporting in a timely manner. Prepare/coordinate all essential journal entries relating to Housing financial accounts with Finance Department. Prepare and submit to management monthly operating and finance reports. Prepare and submit all HAP payments to Owners and Tenant Utility Allowance Payments. Review, prepare and monitor budgets and financial accounts to include but is not limited to the following:
- Annual Housing Assistance Payments
- Annual Program Operating Budget
- Family Self-Sufficiency Accounts
- Year- Ending Financial Statements
- Yearly and Monthly VMS Reports to HUD, and Unaudited and Audited Financial Reports
- Monthly Rental Assistance Payments and Reports
- Portability and Overpayment Accounts
- Monitor the collection of any fraud recovery payments and reporting.
Perform compliance reviews to ensure accurate financial transactions. Prepare records and reports for all federal and local financial audits. Conduct/evaluate revenue targets and program analysis to ensure financial availability and program stability. Must have and maintain, without interruption, all necessary licenses, certifications, clearances, and/or job requirements. Works the assigned schedule and complies with the City's timekeeping and attendance policy.
Qualifications: Bachelor's Degree in Finance or Accounting. Obtain Certification in HCV Financial Management within 1 year of employment. Heavy MS Excel knowledge/experience. Proficiency in MS Word. Valid Texas Driver's License. PREFERRED: Prior experience in HUD accounting and budgeting practices and/or knowledge of HUD rules and regulations as pertaining to the Housing Choice Voucher Program. 2 - 5 years accounting experience.
