What are the responsibilities and job description for the Water Billing Assistant II (Payments & Collections) position at City of Pasadena?
Duties: Accept payments and/or other fees from customers. Payments are accepted in person, by mail, and through the night deposit. Process payments made by phone, at various payment centers, and by electronic format (Chase Bill Pay and website remittance files); balance cash drawer. Prepare daily deposit - position may be responsible for counting and recording large amounts of currency; scan checks and money orders into imaging system to ensure timely receipt by the City; find and reconcile discrepancies in balancing accounts before submitting deposit to the Controller's Office; and maintain change box. Accepts applications related to utility services; checks applications and/or agreement for accuracy. Prepares and processes service orders including but not limited to water turn-ons and turn-offs, water meter installations, meter tests, meter re-reads, garbage service, reports of leaks or water outage and water and/or sewer taps. Assist customers at counter, by email and/or by telephone; answers customer questions about water, sewer and garbage services; researches, resolves, and responds to customer problems and complaints; explains departmental policies and procedures to the public. Research and monitor accounts for fraud and/or illegal consumption. Assists in credit negotiations (payment extensions and/or arrangements); and refer customers to network of agencies able to provide financial assistance. Prepare and maintain all related required reports, files and records. Perform other duties as assigned to ensure efficient and effective operations. Must be able maintain, without interruption, all necessary licenses, certifications, clearances, and/or job requirements. Work the assigned schedule and comply with City timekeeping and attendance policy.
Qualifications: High school diploma or GED. Two years of responsible clerical and/or customer service experience or combination of experience and college education. Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
PREFERRED: Bilingual (English/Spanish). Experience in Microsoft Word and Excel.
