The City of Pawtucket is a municipal government located in Pawtucket, RI. The administration provides a variety of services for the City's 75,000 residents, including Public Works, School Department, Public Library, Law Enforcement, Fire Protection, and more.
Role Description
This is a full-time salaried position responsible for employee and labor relations and other HR functions and support. Standard schedule 8:00-4:30PM Monday through Wednesday, 8:00-6:00PM on Thursday, and 8:00-12:30PM on Friday. This is an onsite position - no working from home. Reports to the HR Director.
Qualifications
· Bachelor’s degree in HR, labor relations, business or related field and at least 3 years work-related experience in HR, or Master’s degree in related field and at least 1-year HR related experience
· General knowledge of HR, state and federal laws
· Strong interpersonal, written, and presentation skills
· Customer service orientation and sense of urgency
· Proficiency in HRIS programs, and MS Office including Word, Excel, and PowerPoint
· Ability to develop and conduct PowerPoint presentations
· Ability to travel to other sites as required
· SHRM, PSHRA or project management certifications a plus
Duties
· Customer Service: Provides excellent service to City employees and the public
· Employee Relations and Engagement: Handles complaints, conducts investigations, and prepares reports with recommendations. Provides coaching to managers to improve staff performance. Supports employee engagement and recognition initiatives
· Labor Relations: Supports collective bargaining efforts
· Recruitment: Collaborates with external vendors like really and LinkedIn to recruit employees and organizes community recruitment events. Facilitates onboarding, including job offers, benefits enrollment, background checks, and employee orientation
· Policy Administration: Assists in developing and updating HR policies, employee handbook and job descriptions. Administers pre-employment exams, drug testing, licensure tracking, and post-accident protocols for CDL employees
· Process Improvement: Recommends policy updates and operational improvements
· Training & Development: Works with the HR Director to coordinate employee training and may conduct on/off-site sessions
· Leave and Benefits Coordination: Supports FMLA, Workers' Compensation, and other leave programs by coordinating with department managers. Handles ADA accommodations and modifications. ……………Resolves benefit concerns with carriers
· Internship and Co-op Programs: Coordinates and supervises interns and co-ops from local schools and organizations
· Other Duties: Performs other duties as assigned
