CITY RESIDENCY REQUIRED

DEPARTMENT: COMMUNITY DEVELOPMENT DEPARTMENT

LOCATION: City Hall, 419 Fulton Street, Room 307, Peoria, Illinois

HOURS: 8:00 a.m. – 5:00 p.m. – Monday through Friday

The Code Enforcement Aide position is an excellent opportunity to gain exposure working for local government and provides an opportunity to improve the quality of our neighborhoods. The entry level position is ideal for a candidate looking to get exposure to local government and, more specifically, the functions of the Community Development Department. An ideal candidate would have strong customer service skills, experience working with a diverse workforce, the ability to function in a fast-paced environment and represent the City of Peoria to the public in a professional manner. The position performs inspections, investigations and resolves violations of the City environmental codes and exterior housing codes, thereby providing safe and sanitary neighborhoods for the residents of the City. The Code Enforcement Division is looking for candidates who are willing to work hard and provide excellent customer service. Experience is not a requirement to apply for the position.
EMPLOYEE’S MUST RESIDE WITHIN THE CITY OF PEORIA. AN EMPLOYEE’S UNAUTHORIZED RESIDENCY OUTSIDE THE CITY OF PEORIA SHALL BE GROUNDS FOR IMMEDIATE TERMINATION.

Examples of Duties


Inspections and Compliance Enforcement:
  • Conducts routine and special inspections of lawns, gardens, lots, alleyways, and the exterior of structures (e.g., chimneys, roofs, exterior walls, windows, doors, and porches).
  • Inspects properties for violations of weed, litter, junk, and vehicle abandonment ordinances, issuing citations, warnings, or work orders as necessary.
  • Offers educational materials to citizens to promote understanding of compliance requirements.
  • Conducts follow-up inspections to confirm compliance with notices and addresses unresolved violations.
  • Responds to complaints and performs proactive inspections to identify conditions that violate City ordinances or pose risks to public health and safety.
  • Coordinates with other departments to address broader enforcement or compliance concerns.
Recordkeeping:
  • Prepares detailed inspection reports and notices of violations, outlining deficiencies and required corrective actions with specific compliance deadlines.

  • Maintains accurate records, including photographs and documentation, to support enforcement actions or court proceedings.

  • Assists in preparing materials and representing the City in administrative or judicial proceedings related to ordinance violations.

  • Property Owner Support:
    • Provides property owners with educational materials and guidance on corrective actions to achieve compliance with environmental and structural codes.
    • Counsels property owners on remedial measures to prevent future violations.
  • Fosters positive interactions with residents and property owners, promoting community awareness of City ordinances.

  • Minimum Qualifications

    High School diploma or GED; and experience in public contact work in a service organization including some experience in environmental inspection. Any equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of the job, considered. Must have a valid driver's license.

    Knowledge of:

    The general principles and practices of environmental sanitation.

    The general principles and practices of inspection.

    City codes concerning garbage, weeds, litter, abandoned vehicles and related laws and ordinances.

    The methods and techniques of conducting community inspections for unclean and unsafe conditions.

    Skill in:

    Using tact, discretion, initiative and independent judgement within established guidelines.

    Applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols.

    Communicating clearly and effectively, both orally and in writing.

    Mental and Physical Abilities:

    Ability to interpret environmental codes and regulations to those affected by inspection work with firmness and tact.

    Ability to learn all applicable codes and ordinances.

    Ability to establish and maintain effective working relationships with other employees, City officials and the general public.

    Ability to prepare and maintain clear and concise reports and inspection notices.

    While performing the essential functions of this job the employee is regularly required to stand, walk, sit, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and speak and hear.


    PENSION PROGRAM: Illinois Municipal Retirement Fund (IMRF): Ten years required for vesting. IMRF Death Benefit – Annual Salary after 1 year's service. IMRF Disability Benefit – 50% of Salary up to 30 months after 1 year's service.

    UNION MEMBERSHIP AVAILABLE: American Federation of State, County & Municipal Employees (AFSCME) – Union dues through payroll deduction.
    VACATION: No Vacation in first year of employment. Earn 6.67 hours per month.

    1 to 5 Years of Service - 2 Weeks Paid Vacation
    6 to 15 Years of Service - 2 Weeks and 1 additional day for every year of service
    15 Years and Up - 4 Weeks Paid Vacation
    SICK LEAVE: 6.67 hours per month earned. No limit on total days accumulated.
    PERSONAL LEAVE: Earn 2.67 hours per month.

    1 to 5 Years of Service - 4 days per year (Accumulated Monthly)
    5 Years and Over - 5 days per year

    HOLIDAYS: 10 Paid Holidays per year.
    MEDICAL/DENTAL INSURANCE: Coverage effective first day of the next month following completion of one calendar month of employment. Members may opt out of the City's insurance program with proof of other coverage – coverage for dependents is optional. The City of Peoria Health Insurance offers two (2) plan options for coverage. Bi-weekly premiums for AFSCME employees depend on which plan is selected. On your hire date, you will meet with City's Patient Advocate to receive detailed information on the plans and the appropriate premium cost. Depending on plan selection, you can enroll in the Flexible Spending Program (FSA) or Health Savings Account (HSA).

    TUITION REIMBURSEMENT: Available on class-by-class basis, if funds are available, for job-related classes, based on prevailing rates at public institutions, based on grade, upon approval.

    WORKER'S COMPENSATION: Self-Insured Plan.
    RESIDENCY: An employee hired on or after January 1, 2023, must reside within the City of Peoria. An employee's unauthorized residency outside the City of Peoria shall be grounds for immediate termination.
