Purpose of Classification:
The purpose of this classification is to administer and maintain the City's Geographic Information System (GIS).Essential Functions: 
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Leads the design, development, and implementation of  GIS solutions, custom applications ,and tools: integrates GIS with other organizational systems to meet departmental needs; creates maps, dashboards, and reports; and designs scripts for data automation, synchronization, and database management.

Administers GIS servers, software, and hardware: implements quality control measures; and  maintains system backups and disaster recovery plans to ensure optimal performance and reliability.

Oversees creation of databases, schema, and spatial data layers and the collection, processing, and management of GIS data: verifies and ensures integrity, accuracy, accessibility, and reliability of data; and audits, assesses, and analyzes data; identifies trends and patterns by examining geographic relationships among various data types; and performs spatial analysis and modeling to support decision-making, create high-quality maps and visualizations, and compile geographic data from a variety of sources including censuses, field observation, satellite imagery, aerial photographs, and existing maps.

Assists in developing goals, plans, objectives, policies and procedures for GIS: evaluates performance of current City GIS programs, services, and plans in relation to growing needs of the City; evaluates City’s effectiveness in GIS service delivery; formulates and develops work methods and practices, policies, standard operating procedures, and training programs; and identifies and implements needed changes, modifications and/or enhancements.

Assists in developing, defending, and administering budget for area of assignment: forecasts expenditures and revenues; recommends allocations for staffing, supplies, equipment, programs, and other budget outlays; prepares and submits budget documentation and reports; monitors expenditures to ensure compliance with approved budget; and makes adjustments and changes as needed.

Supports development and implementation of GIS technology: researches and evaluates GIS software and technology issues; develops GIS solutions; advises departments on GIS business strategies; evaluates departmental GIS requests; leads projects for GIS upgrades, migrations, and integration of new technologies; and works with vendors to implement new, and upgrade existing, technology.

Provides first-line technical support to end-users for GIS applications, tools, and best practices: receives and responds to requests for assistance and reports of system problems and errors: assists with troubleshooting and training; provides resolution to problems, errors, and issues; updates help desk documentation and knowledge base; and coordinates with other staff and/or vendors to address complex issues.

Performs public relations duties: attends and participates in various forums, committees, and task forces; represents the City’s interests; and develops partnerships with other organizations, government agencies, and educational institutions to advance GIS initiatives.

Provides lead guidance, direction, and training to less experienced GIS staff and interns: coordinates with IT Manager regarding work assignments; leads daily work activities; monitors status of work in progress and inspects completed work; assists with complex and problem situations and provides technical expertise; and assists with training and instructing co-workers regarding operational procedures and proper use of equipment.

Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies, and procedures: maintains an awareness of new equipment, procedures, trends, and advances in the profession; reads professional literature; and participates in continuing education and training activities.

Processes a variety of documentation associated with department operations, within designated timeframes and per established procedures: prepares, completes, receives, reviews, processes, forwards, or retains, as appropriate, various forms, reports, correspondence, system documentation, knowledge base documents, maps, GIS data, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Communicates with supervisor, other City employees, contractors, vendors, and other individuals as needed to coordinate work activities, review status of work, exchange information, receive/give advice and direction, or resolve problems.

Operates a variety of equipment and tools as necessary to complete essential functions: operates a motor vehicle; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, database, desktop publishing, Internet, e-mail, or other software; and operates general office or other equipment.

Performs other related duties as required.Minimum Qualifications:
Bachelor’s Degree in GIS, Geography, Information Technology, or a related field required; supplemented by six years of progressively responsible experience in GIS development and implementation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific Licenses or Certifications Required:  Must possess and maintain a valid driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all County or departmental policies, practices, and procedures necessary to function effectively in the position.

Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.
Human Interaction:Requires the ability to act as a first-line supervisor, including instructing, assigning and reviewing work, maintaining standards, coordinating activities, and evaluating employee job performance.
Equipment, Machinery, Tools, and Materials Utilization:Requires the ability to overhaul, restore, renovate, construct, and/or rebuild equipment, machinery, or objects, requiring adherence to prescribed standards and specifications. Requires the ability to operate and control the actions of the same equipment,
Verbal Aptitude:Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude:Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
