General Description: The purpose of this job within the organization is to assist the General Manager in the overall day to day operations and administration of the division. Reports to the General Manager of the Facility Management Division and will assist with planning, organizing, directing and reviewing the activities of the facility management operations, and will supervise and participate in a wide range of maintenance and repair related projects involving City buildings and other facilities. Performs other duties as assigned. The position is considered essential personnel and will be required to work during and following natural disasters and emergency situations and will serve as acting manager in the absence of the General Manager. Essential Functions: Assist with managing and administering the division's operating and capital improvement budgets. Assists with budget preparation, monitors expenditures, staff development and training, succession planning, performance management, employee relations, prioritizes and assigns work and related activities. Assist with divisional accountability responsibilities and provides leadership to employees in delivery of services and shared resources; ensures assigned projects are on time and on budget; emphasizes customer service, safety, and collaboration. Assist with all administrative, logistical, contract administration, purchasing, and human resources support to include recruitment and retention, payroll, and implementation and administration of City policies and procedures.Assists with the management of assigned Capital Improvement Projects, meets with stakeholders, purchasing representatives, vendors, contractors and other entities to promote the successful completion of projects. Assists with resolving inquires, problems, and complaints submitted by Federal, and State agency representatives, local officials with jurisdiction within the regional service area, customers, and employees. Coordinates the completion of and reviews detailed reports, position papers, recommendations, written correspondence, and other documents to respond to requests as assigned by the General Manager. Assists with reports, studies and presentations and recommendations to City officials and other governmental entities.
