This is treatment plant operations work at the crew chief level in a biosolids processing, water purification or wastewater treatment plant. Employees in this class supervise and participate in the activities of treatment plant operators engaged in monitoring and operation of computer-controlled water or wastewater treatment processes and processing equipment and security equipment. Work includes the performance of site tours to determine and ensure that plant performance conforms to established criteria. Responsibility for the general security and operation of the facility in absence of a higher-level operations supervisor and response to chemical emergencies during the work shift are significant aspects of the work. Work is performed under the supervision of a technical superior. Employees in this class work in an environment that may contain some disagreeable aspects, and may work on a rotating shift basis.

Minimum Requirements

Minimum Training, Education & Experience

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.

ANTICIPATED ELIGIBILITY

Candidates who meet all eligibility requirements within 6 months of the application deadline (October 27,2025) will be admitted to this examination. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.

  • CIVIL SERVICE STATUS:

Presently employed by the City of Philadelphia with permanent Civil Service status in the Water Department with a performance rating of Satisfactory or higher.

AND

  • EDUCATION: Education equivalent to completion of the twelfth school grade.

AND

  • GENERAL EXPERIENCE: Two years of experience in the operation of water purification, wastewater treatment process, or biosolids processing and related processing equipment.

AND

  • SPECIFIC EXPERIENCE:

One year of experience performing skilled treatment plant operations work in a water purification, wastewater treatment, or biosolids processing plant.

NOTE: Possession of a valid class B-level or above Sewage Treatment Plant or Waterworks Operator license issued by the Commonwealth of Pennsylvania Department of Environmental Protection equates for the general and specific experience requirement.

Physical & Medical Requirements

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

Ability to pass annual medical evaluation and receive certification to utilize respiratory protection equipment, where required by work assignment.

Required Licenses & Certifications

Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Water Treatment Plant Operations Crew Chief, if required by work assignment.

Possession of a Water Department issued Supervisory Training Certificate within six months of appointment as a Water Treatment Plant Operations Crew Chief.

Possession of a HAZ/MAT Emergency Response Technician 24 hour Certification within six months of appointment and during tenure of employment as a Water Treatment Plant Operations Crew Chief, if required by job assignment.

Possession of an appropriate Certified Pesticide Applicator training completion certificate within six months of appointment and during tenure of employment as a Water Treatment Plant Operations Crew Chief, if required by job assignment.

Possession of Emergency Response Incident Commander certification within six months of appointment and during tenure of employment as a Water Treatment Plant Operations Crew Chief, if required by job assignment.

ELIGIBLE LIST

DEPARTMENTAL-ONLY PROMOTIONAL: Only a departmental promotional eligible list for the Water Department will be established as a result of this examination

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.

PREFERENCE FOR PHILADELPHIA RESIDENTS:

Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding May 7, 2025, you are eligible to claim residency preference.

To receive such preference, candidates must respond to the question regarding residence later in this form.

The response on this application will be used to determine eligibility for preference for residents. Documentation of residence may be required if there is any question as to whether you meet the residency preference requirements.

If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.

Projected Exam Date

IF A WRITTEN EXAMINATION IS HELD:

This examination will be scheduled for May 7 , 2025. Please note that this examination date is subject to change. Candidates will need access to a desktop computer or laptop with a webcam and internet access to take the written examination. Candidates will need to be able to operate computerized software proficiently and independently.

IF A TRAINING AND EXPERIENCE EVALUATION IS HELD:

Applicants will be evaluated and scored based upon their training and experience credentials. Applicants will not be asked to appear to take a scheduled examination.

Scores in the Training and Experience Evaluation will be based on documentation of education and experience provided by the candidate. To receive full credit for your education and experience, you should submit all relevant documentation including college transcripts, licenses, certifications, paid out of class documentation, etc. and provide a detailed description of your education, experience, and credentials.

An Eligible List will be established the week of May 19, 2025. Please note that this date may change.

Test Review

IF A WRITTEN EXAMINATION IS HELD:

In accordance with Civil Service Regulation 9.091B, candidates will have 30 days after the results have been mailed to review their test and to file appeals to the key answers. Call 215-686-0880 if you wish to schedule a Test Review.

IF A TRAINING AND EXPERIENCE EVALUATION IS HELD:

In accordance with Civil Service Regulation 9.091D, candidates may review their answer sheets and other test papers to determine if they have been scored correctly or if there has been an irregularity in the administration of the examination. Candidates will have 30 days after the results have been mailed to review their test and to file a written appeal. Call 215 686-0880 if you wish to schedule a test review.
