The City of Phoenix's Finance Department is currently seeking dedicated professionals to fill vacant Accountant IV positions in the Financial Accounting and Reporting (FAR) Division. This division provides current, comprehensive, and accurate information about the financial position of the City to both internal and external customers while maintaining the highest levels of customer service by preparing financial reports and forecasts for very diverse activities within the City such enterprise funds, community facility districts, federal grants, pooled cash and investments, and internal cost allocations.

The Accountant IV performs advanced professional accounting work requiring the application of accounting principles generally accepted in the United States of America (GAAP). They supervise professional accounting staff and operate under multiple deadlines.

These positions are responsible for a diverse range of finance-related duties including:

  • Preparing, reviewing, and recording accounting transactions.
  • Coordinating and preparing annual financial reports.
  • Performing reconciliations of various general ledger accounts, researching and resolving discrepancies, and recording applicable journal entries.
  • Analyzing financial data, performing variance analysis, and preparing financial forecasts.
  • Providing technical guidance and analysis to management on complex financial matters, including the implementation of governmental accounting and financial reporting standards.
  • Assisting in the design and implementation of accounting policies, procedures, and internal control systems.
  • Serving as a professional accounting resource for special projects, major programs, and other City departments.


The Accountant IV positions in the FAR division share similar responsibilities, but each position has a general area of focus. Current vacancies are in the Financial Reporting Section, the Water and Wastewater Joint Ventures and Customer Care and Billing (CC&B) Sections, and the Fixed Assets/Capital Improvement Projects (CIP) Section.

Financial Reporting Section

This position oversees the financial reporting for the City's Annual Comprehensive Financial Report (ACFR); the City's Aviation, Convention Center, and Solid Waste enterprise funds; the City's Civic Improvement Corporation; and the Regional Wireless Cooperative (RWC) joint venture. This position is responsible for oversight of the external audit process for multiple annual reports, including the City's ACFR and the RWC joint venture, and assists in the implementation of Governmental Accounting Standards Board (GASB) pronouncements. This position also oversees certain accounting functions for enterprise funds and community facilities districts.

Water and Wastewater Joint Ventures and Customer Care and Billing (CC&B) Section:

This position oversees the financial reporting for the City's Water and Wastewater enterprise funds and the Multi-City Operating Group (SROG) and Val Vista Water Treatment Plant (VVWTP) joint ventures. The position is responsible for the preparation of various quarterly and annual calculations for these joint ventures, including interest income calculation, annual operating and maintenance settlement calculations, equity in joint ventures, oversight of the external audit process for multiple annual reports, and annual rates calculations. This position is also responsible for monitoring and ensuring quality in accounting entries associated with CC&B, assisting in training staff in using CC&B, and developing CC&B accounting and reconciliation procedures.

Fixed Assets/Capital Improvement Projects (CIP) Section

This position provides oversight of the City's fixed assets/CIP section. This position has more complex job responsibilities related to preparing or reviewing monthly spenddown of bond proceeds for CIP and monthly CIP expenditure reports, preparing and reviewing CIP related schedules for the City's ACFR, reviewing all master data creation for CIP projects, and preparing cash flow projections for bond sales.

The work schedule and location for these positions are Monday through Friday at the Calvin C. Goode Building, 251 West Washington Street, Phoenix, AZ 85003.

At the discretion of the Department Director, these positions may be eligible for hybrid teleworking options after training is complete and/or an alternate work schedule.

IDEAL CANDIDATE

  • Exhibits knowledge of accounting theories, principles, and practices and their application to various governmental accounting transactions and problems.
  • Demonstrates ability to:
    • Use SAP to review financial data and post/review journal entries.
    • Prepare/review financial statements and schedules using both budgetary and accrual basis accounting.
    • Research financial/accounting issues and work with diverse stakeholders to identify and implement solutions.
  • Possesses:
    • Analytical and detail-oriented research skills.
    • Professional oral and written communication skills.
    • Strong critical thinking and organization skills.
    • Proficiency working with Excel and Word.
SALARY

Pay Range: $90,916.80 to $127,920.00 annually.

Hiring Range: $90,916.80 to $116,022.40 annually.

Minimum Qualifications

  • Five years of professional accounting experience.
  • One year in a supervisory capacity.
  • Bachelor's degree in accounting, business or public administration or a related degree.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.

Preferred Qualifications

The minimum qualifications listed above, plus:

  • Master's degree in accounting, business or public administration or a related field or CPA certification.
  • Fixed assets/CIP accounting experience.
  • Governmental accounting and/or finance experience.
  • Experience working with:
    • SAP or other large ERP systems.
    • CC&B systems.
    • Auditors.
  • Experience:
    • Compiling financial statements using both budgetary and accrual basis accounting.
    • Supervising and reviewing the work of professional accounting staff.
