Sky Harbor is the largest of three airports in the Phoenix Airport System (Phoenix Sky Harbor, Deer Valley, and Goodyear airports) which is operated by the City of Phoenix Aviation Department and has an economic impact over $44 billion annually.
The Aviation Department has a vacancy for a Supervisor III position. This position is assigned to the Public Safety and Security Division, Safety Section is responsible for various regulatory initiatives including and not limited to the Federal Aviation Administration's (FAA) Part 139 Subpart E Airport Safety Management System, and Occupational Safety and Health Administration (OSHA) 29 Code of Federal Regulations 1910 (General Industry Regulations & Standards). This position will supervise Safety Analysts II's in addition to providing administrative and operational support for the regulatory compliance programs and will report directly to the Management Services Administrator - Safety/Emergency Preparedness.
Duties For The Position Include

Pay Range: $63,045 to $113,319 annually.
Hiring Range: $63,045 to $84,468 annually.

Duties For The Position Include
- Customer service and stakeholder engagement.
- Public presentations and addressing concerns in person (face to face), virtually, and through written correspondence.
- Varity of managerial and technical tasks in an airport section, including administrative duties such as technical report writing, monitoring budgets, human resource management, developing, and implementing of formal procedures.
- Collaborating with outside agencies and operations duties such as construction and project management, and security functions.
- Responsible for federal, state, and local regulation compliance such as Chapter 4, Article IV of the Phoenix City Code, FAA Part 139 Subpart E Airport Safety Management System, and OSHA programs applicable to City Aviation Department employees as well as the Airport Emergency Plan administration.
- Assist with the management, facilitation, development, implementation, correspondence, etc. of programs and compliance measures associated with the Emergency Preparedness section.
IDEAL CANDIDATE
- Strong customer service skills and stakeholder engagement experience.
- Strong comprehension, implementation, and application of the Federal Aviation Administration Part 139 regulations, FAA Advisory Circulars, OSHA 1910 regulations, Aviation industry standards, State statutes, and City ordinances.
- Ability to give public presentations and address concerns in person (face to face), virtually and through written correspondence.
Pay Range: $63,045 to $113,319 annually.
Hiring Range: $63,045 to $84,468 annually.

Minimum Qualifications
- Four years of progressively responsible experience in airport activities or technically specific areas.
- Two of which must have been in a supervisory capacity.
- Associate's degree in public, business, or airport administration or a related field.
- Other combinations of experience and education which meet the minimum requirements may be substituted.
- Must be able to work irregular hours, weekends, holidays, and evenings.

The minimum qualifications listed above, plus:
- Experience:
- In regulatory compliance or auditing practices.
- Managing large budgets and contracts.
- With large database.
- With FAA Airport Safety Management System.
- Developing and coordinating training related to airport safety management system.
- With OSHA 1910 programs with respecting to training and regulatory compliance.
- Updating and communicating rules, regulations, authoring program manuals or standard operating procedures (SOPs).
- Working with Microsoft Office software is also highly desirable.
- With FAA Airport Emergency Plans and Emergency Preparedness programs.
- With FEMA NIMS training course completion.
