ABOUT THIS POSITION
The mission of the City of Phoenix Housing Department is to provide quality affordable housing and a pathway to self-sufficiency. The department serves as the Phoenix Housing Authority managing public housing, the Section 8 Housing Choice Voucher Program, new housing development, and affordable housing properties. The Housing Department owns approximately 5,700 units of public and affordable housing and manages nearly 7,500 housing choice vouchers. Its various housing programs provide homes to more than 35,000 Phoenix residents, and provide financing to for-profit and nonprofit partners to help create additional affordable housing in our community. The department provides services and referrals to assist residents reach their goals and attain self-sufficiency, and undertake development of mixed finance projects. The Housing Department's current annual operating budget exceeds $259 million and a five-year CIP of approximately $160 million. The financial structure is highly complex with multiple lines of business and various federal grants with different rules and regulations.
This Deputy Housing Director - Financial and Management Services vacancy oversees the Management Services Division and will directly supervise up to three positions within the Division.
Duties and responsibilities for this position include and not limited to the following:
- Oversee the fiscal, procurements/contracts, information technology and payroll sections within the division.
- Oversee all financial and program compliance with all federal and state government grants.
- Oversee financial reporting and compile financial documents as needed.
- Ensure all procurements are done in compliance with city regulations and with the Department of Housing and Urban Development (HUD) guidelines and regulations.
- Manage fiscal cash flows and ensure all operations are funded.
- Manage the technology needs of the department.
- Manage various funds and multiple sources of revenues.
- Manage and coordinate all audits of the department.
- Act as the Chief Financial Officer of the department.
IDEAL CANDIDATE
The ideal candidate will possess solid analytical skills, a strong understanding of grants and grant accounting, balance sheets, compliance considerations, fiscal controls, and financial management. Additionally successful candidates will be well-versed and experienced in successfully building and maintaining positive working relationships with multiple stakeholders, both internal and external to the City, and will be thoughtful, inclusive, and resourceful in their ability to solve problems.
The ideal candidate will also possess:
- The ability to be collaborative and strategically focused. Strong leadership skills, with the ability to successfully manage and motivate staff.
- Effective communication skills, with the ability to provide timely accurate and concise reports. Knowledge of or experience with HUD housing programs.
- Experience with oversight of an operation or service delivery function.
SALARY
Pay Range: $117,000.00 -$160,202.00 annually.
Hiring Range:$117,000.00 - $154,523.20 annually.
Pay Range Explanation:
- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
- The City contributes 9% of salary into 457/401(a) plans with no matching required. $4,200/annual car allowance and $1,440/annual cell phone allowance.

MINIMUM QUALIFICATIONS
- Three years of managerial experience in a large urban institution with authority for housing or related program direction and budget administration.
- Bachelor's degree in public or business administration, planning, finance or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Masters degree in Business or Public Administration.
- A Certified Public Accounting (CPA) license is highly desirable.
- Five years of experience with a housing or other related federal program.
- Five years of experience supervising professional level staff.
- Some knowledge of the SAP financial accounting and reporting system functionalities is desirable.
