ABOUT THIS POSITION
The Phoenix Fire Department is committed to providing the highest level of public safety services to our community. We protect lives and property through fire suppression, emergency medical and transportation services, disaster services, fire prevention, and public education.
The Fire Human Resources Section is comprised of the following five work groups, Employee Relations/Investigations, Recruiting, Payroll/Leave/HR transactions. Office of Special Investigations (Sworn), and Public Records. There is currently an opening for a Human Resources Officer. In this role, you will work under the direction of the Fire Human Resources Supervisor. The primary duties of this position will include handling Employee Relations investigations, grievances, Integrity Line complaints, and function as the Department ADA coordinator. The successful candidate must have good working knowledge of Employee Relations issues, be able to multi-task while meeting strict deadlines, possess great leadership, customer service, strong organizational skills, be able to make decisions, and work independently.
Responsibilities include:
- Conduct employee investigations.
- Meet with employees, gather witness statements, present disciplinary statements to employees, and issue Notice of Inquiry(s).
- Advise supervisors, managers and employees on policies and procedures (A.R.s, MOUs, etc.). Attend regular meetings with managers and supervisors.
- Enter FMLA on behalf of 56-hour sworn members.
- Participate in rotation to provide coverage on weekends and holidays.
- Function as the primary ADA coordinator for the department.
- Other responsibilities as requested by leadership.
Please note: Primary duties are subject to change with Department needs. All Human Resources Officers will be crossed trained on other human resource responsibilities for the department but will still have primary responsibilities. This will provide a wider range of experience for each Officer, provide backup coverage when needed, and better customer service for our members.
IDEAL CANDIDATE
- Ability to work on weekends, evenings, early mornings and holidays as needed.
SALARY
Pay Range: $86,590.40 to $127,920.00/annually.
Hiring Range: $86,590.40 to $105,248.00/annually.

MINIMUM QUALIFICATIONS
- Three years of professional human resources management experience.
- Bachelor's degree in human resources, public or business administration, or a related field.
- Other combinations of education and experience that meet the minimum qualifications may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Experience conducting investigations and recommending discipline.
- Experience in union relations/dispute resolution.
- Experience advising supervisors and managers on human resources topics.
- Experience with ADA/FMLA case management.
- Experience supervising staff.
- Human Resources certifications such as SHRM, IPMA-HR, etc.
