ABOUT THIS POSITION


The Neighborhood Services Department, Preservation division enforces the Neighborhood Preservation Ordinance, Zoning Ordinance, and various other Phoenix City Codes relating to Animals, Adult Business Licensing, and Mobile Vending. The Neighborhood Preservation group is divided into teams, based on geographic service areas. Each team member reports to a Neighborhood Preservation Inspector II.

The Neighborhood Preservation (NP) Inspector I performs field inspections or administrative support work in investigating complaints and violations of zoning, property maintenance and environmental safety ordinances, housing safety regulations, and stipulations of the City Council. This position has the authority to order the compliance, abatement, discontinuance, removal, or alterations of conditions, that violate applicable ordinances, laws, and regulations, and to initiate legal actions for continuing violations. The duties performed require extensive public contact.

Areas of responsibility include, but are not limited to:

  • Inspects properties for compliance with zoning, property maintenance, and ordinances dealing with animals, vending, environmental safety ordinances, and housing safety regulations.
  • Investigates complaints of violations of stipulations of the City Council, Rehabilitation Appeals Board, Zoning Administrator, and Board of Adjustment.
  • Informs citizens or their legal representative of violations of applicable regulations and ordinances and explains changes that must be made to achieve compliance.
  • Performs public education and information duties including meetings, presentations, personal contacts, and information distribution.
  • Encourages voluntary compliance with all codes through contact and education.
  • Documents findings related to violations and efforts to bring property owner(s) into compliance with ordinances, codes, laws, and regulations. Documentation includes a written account of activities and photographs. Research case histories, approval documents, approved blueprints, property ownership records, sales tax licenses, aerial photos, utility records, and other related documents as necessary.
  • Initiates legal actions for continuing violations.
  • Writes violation reports on structures and properties inspected.
  • Makes follow-up inspections to ensure violations are abated, altered, discontinued, or removed.
  • Prepares cases for court actions, assists the City Attorney's Office in determining the appropriate disposition of outstanding cases, and testifies in court.
  • Maintains case documentation in a computer-based case management system.
  • Maintains regular and reliable attendance.
  • Demonstrates superior customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.

The Neighborhood Services Department, Preservation Division maintains four work locations; Union Hills and Central Ave; 24th St and Broadway Rd; 33rd Ave and Thomas Rd; or Phoenix City Hall. This recruitment is to fill multiple vacancies across the department.

The schedule is Monday through Friday, and the hours may vary between 7:00 AM to 5:00 PM. Some positions may require working nights and/or weekends.

IDEAL CANDIDATE

  • Ability to manage large caseloads, no less than 130 at one time.
  • Ability to manage own time in high-paced environment.
  • Strong written and oral communication.
  • Ability to work independently.

SALARY


Pay Range: $23.74 to $44.77 per hour.

Hiring Range: $23.74 to $28.86 per hour.

MINIMUM QUALIFICATIONS

  • One year of experience in investigative fields, technical trades such as plumbing, electrical, or HVAC, city planning, or building inspections, including some public contact work
  • Other combinations of experience and education that meet the minimum requirements may be substituted

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Two years of experience with community engagement/ customer service experience.
  • One year of experience investigating or working with codes, ordinances, regulations.
  • One year of experience working with case/record management systems.
  • One year of experience working independently in a field setting.
  • Experience with public speaking and presentation.
  • Bilingual/fluent in Spanish language.
