About This Position
The City of Phoenix Housing Department's mission is to create, promote and sustain diversified and affordable housing opportunities while encouraging resident stability and economic independence. To fulfill the mission, the City of Phoenix Housing Department owns approximately 3,500 public and affordable housing units and manages more than 5,200 housing choice vouchers, providing homes to 25,000 persons. It also offers to finance for-profit and nonprofit partners to help create additional affordable housing opportunities.
The fundamental reason for this position is to provide asset management support for a portfolio of affordable housing properties. Responsibilities will include working with the Deputy Director and team members to monitor contract compliance. Duties will include assuming responsibility for property financial performance, analyzing operating statements, reviewing and approving operating budgets, monitoring property management fees, processing payments, performing property inspections, writing reports, monitoring evictions and responding to resident complaints, approving capital projects, monitoring insurance compliance and identifying opportunities to improve property performance. Work is performed under the general supervision of the Deputy Director.
IDEAL CANDIDATE
Pay Range $54,454 to $97,789 annually.
Hiring Range: $54,454 to $80,454 annually.

IDEAL CANDIDATE
- Working knowledge of Yardi software and Microsoft Office Suite.
- Excellent communication and interpersonal skills, with the ability to build and maintain strong relationships with internal and external stakeholders.
Pay Range $54,454 to $97,789 annually.

Minimum Qualifications
- Two years of experience in governmental research, urban development, finance or public administration
- Bachelor's degree in public or business administration, urban planning, architecture, engineering, economics or a related field
- Other combinations of experience and education that meet the minimum requirements may be substituted

- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

- Experience making recommendations to improve program or portfolio effectiveness and efficiency.
- Experience analyzing and optimizing financial performance to ensure property conformance to operating budgets.
- Experience monitoring third party management companies for contract compliance.
