ABOUT THIS POSITION

The City of Phoenix Human Resources Department Safety Division has an overall mission to reduce workplace injuries and illnesses for City of Phoenix employees. The HR Safety Division is seeking high performing, experienced and skilled professionals to fill four Safety Program Manager positions. In this role you will be responsible for program management and oversight for the development, implementation, and administration of a comprehensive workplace safety program for assigned department(s) which assures that the City of Phoenix provides a safe and healthy workplace for its employees and complies with all current safety and health standards and regulations. Work areas include safety, incident prevention, incident investigation, regulatory compliance interpretation and application, development of safety programs and training materials.

This position exercises considerable initiative and independent judgment as the manager of a safety program at the department level and works under the general supervision of the HR Safety Supervisor.


Responsibilities include:

  • Manage the workplace safety program at a department level to ensure regulatory compliance and eliminate or minimize employee injuries and incidents.
  • Supervise safety section staff which could include Industrial Hygienist positions, and Safety Analysts positions in accomplishing department objectives.
  • Perform field studies, inspections, and assessments to identify, evaluate, and control occupational health and safety hazards.
  • Develop and administer corrective measures, policies, procedures, programs, and a training curriculum to enhance the work environment, and foster a positive safety culture.
  • Analyze department safety statistics as well as leading and lagging indicators in order to evaluate, detect, and respond to injury trends and recommend corrective actions to management staff.
  • Facilitate the incident reporting system for department incidents, processing industrial injury paperwork, and conducting incident investigation and root cause analysis.
  • Develop and oversee employee safety initiatives including safety award programs, employee safety suggestion programs, and safety hazard reporting.
  • Understand, interpret, and apply Federal, State, City and industry-recognized rules, regulations, and procedures regarding workplace safety, to department heads, supervisors, and employees.
  • Manage program budgets, ensuring fiscal responsibility and compliance with financial policies.
  • Other responsibilities as requested by leadership.



IDEAL CANDIDATE

  • In-depth knowledge of general safety practices and federal regulations and ability to develop a working knowledge of how those practices and regulations apply to city departments by learning the needs of the department and working directly with employees and management.
  • Ability to develop open communication with staff at all levels of the organization to achieve a positive safety culture while taking a proactive approach to managing the safety program.
  • Proficient in Microsoft Office.
  • Ability to work on weekends, evenings, early mornings and holidays as needed.



SALARY

Pay Range: $90,916.80 to $134,326.10/annually.

Hiring Range: $90,916.80 to $116,022.40/annually.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Public Administration, Business Administration, Project Management, or a related field.
  • Five years of professional experience in program and project management, preferably within a government or public sector environment.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Five years of experience in workplace safety program coordination and oversight including policy creation, training curriculum development and delivery, risk assessment, and general compliance recommendations.
  • Experience ensuring compliance with OSHA standards in the workplace (General Industry and Construction) and implementing programs to reduce incident rates.
  • Experience in safety training curriculum development and facilitation to small and large groups in virtual, online, and in-person environments.
  • Experience in incident root cause analysis and investigation.
  • Experience evaluating the effectiveness of current workplace safety programs using established goals and making recommendations and implement corrective action(s) based on industry standards and best practices.
  • Experience supervising one or more professional level employees.
  • Certification in occupational health and safety such as Associate Safety Professional (ASP), Certified Safety Professional (CSP), or similar.
