ABOUT THIS POSITION
The City of Phoenix is seeking a dynamic and motivated Training and Development Manager (Program Manager) to lead strategic training, development, and organizational growth initiatives across the City. This role offers the opportunity to drive impactful programs that enhance workforce capabilities, foster leadership, and align with the long-term goals of the Human Resources Department.
The City of Phoenix strives to develop the next generation of civil servants and advance an environment of continuous improvement and learning for our employees, conducting research and recommending training strategies to enhance individual and organizational effectiveness. The Training and Development Manager will oversee a portfolio of projects, ensuring they align with departmental objectives, and act as the primary liaison between project teams, stakeholders, and senior leadership. Duties include supervision over professional and administrative staff responsible for citywide organizational development including but not limited to developing curricula, programs, and training materials; conducting workshops, conferences and other training classes, and administering citywide leadership development programming.

Key Responsibilities:
- Design, develop, and implement training and development programs to meet organizational goals.
- Stay informed of industry trends and best practices in training and development.
- Evaluate and enhance program performance to improve employee engagement and skills development.
- Collaborate with internal and external stakeholders to assess workforce needs, training programs and curriculum consistent with employee development.
- Oversee multiple training projects, ensuring completion within timelines and budget.
- Proactively address and mitigate risks to ensure successful program delivery.
- Develop and manage program budgets, monitoring expenditures and preparing reports for leadership.
- Ensure compliance with legal and regulatory requirements related to training programs.
- Oversee staff development, performance evaluations, and work schedules.
- Promote a culture of continuous learning and innovation.
- Perform job duties beyond regular business hours, as needed.

SALARY
Pay Range: $61,526.40 - $134,326.40 annually.
Hiring Range: $90,916.80 to $116,022.40/annually.

Part-time employees are eligible for earned paid sick time, city training, and free or discounted bus and light rail fares.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Public Administration, Business Administration, Project Management, or a related field.
- Five years of professional experience in program and project management, preferably within a government or public sector environment.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Experience managing professional staff.
- Experience preparing and conducting presentations to small and large diverse groups both in-person and virtually.
- Experience developing new procedures and policies to improve customer service.
