This position supervises a crew of personnel and operates heavy equipment in the construction, repair and maintenance of the water distribution system as well as wastewater collection and storm sewer infrastructure.
MAJOR DUTIES
- Directs the work of an assigned crew of personnel; ensures compliance with department policies and procedures and safety guidelines; trains personnel.
- Responds to water breaks to complete repairs.
- Supervises the construction of water distribution, wastewater collection, and storm sewer lines.
- Operates a backhoe, excavator, boom truck, front-end loader, trencher and other equipment to install, maintain, and repair water, sewer, and storm sewer lines.
- Maintains assigned equipment; conducts pre- and post-trip safety inspections.
- Performs excavation, trench, shoring, and site repair duties.
- Operates a variety of hand and power tools.
- Transports equipment, materials, and personnel to and from work sites.
- Installs and repairs water meters.
- Assists in maintaining wells, reservoirs, and lift stations; maintains access roads.
- Flushes and clears water, wastewater, and stormwater lines.
- Repairs and replaces fire hydrants, valve boxes, and manholes.
- Performs water taps and tie-ins for ne construction.
- Prepares locate requests.
- Assists with cleaning water and wastewater lines.
- Collects and tests water samples.
- Directs the installation of safe work zones at work sites.
- Responds to after-hours emergencies when on-call.
- Supervises and participates in snow removal operations.
- Attendance is an essential function of this position.
- Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of water, wastewater, and storm sewer operation, repair, and maintenance principles.
- Knowledge of the hazards inherent to utility maintenance work and the safety measures used to mitigate those hazards.
- Knowledge of the operation, maintenance, and repair of a variety of job-related tools and equipment.
- Knowledge of sloping, shoring, benching, and T-box construction principles.
- Skill in the analysis of problems and the development and implementation of solutions.
- Skill in the operation and maintenance of heavy equipment.
- Skill in the supervision of personnel.
- Skill in the use of hand and power tools.
- Skill in the establishment of safe work zones.

SUPERVISORY CONTROLS
The Water Superintendent assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include city and department policies and procedures, traffic laws, AWWA standards, and safety regulations. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied supervisory and equipment operation and maintenance duties. Inclement weather and heavy traffic contribute to the complexity of the position.
- The purpose of this position is to supervise and participate in the work of a crew of personnel in the construction, repair and maintenance of the water distribution, wastewater collection, and stormwater systems. Successful performance contributes to the efficiency and effectiveness of system operations.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, stooping, bending, or crouching. The employee frequently lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over an assigned crew of personnel.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.
- Possession of or ability to readily obtain a valid Class A commercial driver’s license issued by the State of South Dakota for the type of vehicles or equipment operated.
- Possession of or ability to readily obtain Class I Water Distribution certification.
Qualifications
Crew leader or Foreman experience is preferred but will train the right candidate. Good communication and leadership skills working in a team atmosphere are essential. The ability to perform high level customer service to citizens, contractors and vendors is a must. Experience operating equipment such as a backhoe, excavator, front end loader, and trencher desirable. Ability to plan and carry out construction activities in an efficient manner and to perform manual labor which involves moderate to heavy lifting at times. Must possess or ability to obtain a Class A CDL with air brakes and a Class I Water Distribution certification.
