Duties may include, but are not limited to, the following:
- Oversee City's traffic system, traffic signal system and maintain contracts and direct necessary changes to modify the system.
- Issue work orders to make changes to existing roadway system to improve safety and capacity
- Perform traffic signal timing and operation
- Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
- Participate in traffic committee to address complaints, request for changes, and neighborhood calming techniques and studies.
- Analyze transportation impact studies, recommend mitigation, and recommend project conditions of approval.
- Meet with other department staff to address traffic engineering issues.
- Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies.
- Conduct transportation planning referrals and review.
- Conduct safety assessments and recommend measures to improve safety for all users.
- Prepare technical reports on traffic engineering matters including, but not limited to, traffic flow, traffic volume, road capacity, circulation patterns, and similar information.
- Perform advanced planning studies and make recommendations regarding future traffic and transportation needs; design, implement, review and improve engineering, administrative and operational procedures for the division.
- Supervise and participate in the preparation of special traffic engineering studies and reports; prepare written recommendations, correspondence and reports on assigned projects and programs.
- Make presentations to selection committees.
- Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies
- Supervise and participate in the review of plans and specifications for a wide variety of traffic, transportation, and public works projects, including traffic channelization, traffic signals, signs and other traffic control devices, along with parking lots and other public facilities.
- Perform engineering work on the more complex designs for traffic device and transportation construction projects.
- Serve as project engineer or project manager for large, complex projects, including serving as design team leader, handling contract administration, and providing design support for the inspector during construction.
- Train professional and technical subordinates to perform assigned tasks.
- Investigate or delegate the investigation of complaints and field problems affecting the public, property owners, contractors, maintenance staff and traffic operations; may inspect project sites to assist in solution of difficult problems.
- Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.
- Provide traffic engineering information to developers, contractors, consultants, other agencies, and the public; make recommendations regarding environmental documents, traffic studies and project traffic impacts on congestion, safety and operational feasibility.
- May represent the department and provide presentations to citizen groups, the Traffic Advisory Committee, the Planning Commission, the City Council, the Contra Costa Transportation Authority, Caltrans, and other local, State and regional agencies.
- Develop revised design and construction standards for traffic, transportation and other public facilities; research publications and industry information source and attend conferences and continuing education courses to keep abreast of new developments and legislation in the field of traffic and public works engineering.

Education and Experience: Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be:
Education: Possession of the equivalent of a bachelor’s degree from an accredited college or university with major coursework in Civil Engineering or another field of study applicable to the responsibilities and requirements of this job class. Possession of a master’s degree in Transportation Engineering is desirable.
Experience: Four years of progressively responsible experience performing professional traffic, transportation or civil engineering work.
Special Requirements: Possession at the time of hire and continued maintenance of a valid California Class C driver’s license is required. Registration as a Professional Traffic Engineer or Civil Engineer in the State of California with good standing is required. Supervisory, or project engineer or project manager experience is desirable.

Working Conditions: While performing the duties of this job, the employee is regularly exposed to video display and regularly works in inside environmental conditions. The employee is frequently exposed to outdoors weather conditions. The employee is occasionally exposed to moving mechanical parts and occasionally works with use of personal vehicle. The noise level in the work environment is usually moderate.
