The Buyer is responsible for assisting the Purchasing Agent in the purchase and/or contract of supplies, materials, equipment and contractual services of all departments for the City, in accordance with Chapter 30B of the General Laws of Massachusetts and Article IX, Section 6 of Pittsfield City Code.

Responsibilities
This is an office-based job in a dynamic municipal building. While performing the duties of the Buyer, the incumbent is required to: interact and communicate frequently with the public, government officials, other staff members and boards, and/or third parties transacting business with the City.
Physical Requirements
Operates standard office equipment including computers and keyboards, at efficient speed; and move throughout the municipal building which may include flights of stairs. Lifts/moves objects weighing up to 10-20 pounds.
HOURS
8:30am – 4:00PM, Monday – Friday
35 hours per week
SALARY
Starting salary $22.12 -23.46 per hour
Annual increases up to $28.85 per hour

Responsibilities
- Answer and direct all incoming phone calls.
- Revises and cancels purchase orders, as requested by departments, and approved by Purchasing Agent; Maintains Purchase Order files.
- Maintains bidder’s lists for current invitations for bids/requests for quotes or proposals.
- Responds to information requests from departments and vendors regarding bids/quotes/proposals, and Massachusetts bidding laws.
- Researches, as directed by the Purchasing Agent, regarding common purchases made by all City departments, dollar amounts spent on common purchases, and frequency of purchases.
- Maintains contact with sources of supply and follows up on delivery of purchases.
- Assists the Purchasing Agent at bid openings in the absence of the Deputy Purchasing Agent.
- Processes all insurance claims for City fleet vehicles involved in accidents.
- Organizes office supply collaborative annually; receives products and distributes to departments.
- Trains all new employees in Requisition Entry & Purchase Order Approval modules of MUNIS.
- Performs other duties as assigned.
- High School diploma or equivalent.
- Thorough knowledge of Microsoft Office programs required; working knowledge of MUNIS software program preferred.
- Excellent interpersonal skills; Ability to establish & maintain a cooperative and pleasant attitude and working relationship with employees and general public.
- Solid organizational skills with the ability to multi-task.
- A self-starter with the ability to work independently as well as in small groups.
- Must obtain Associate Massachusetts Certified Public Purchasing Official designation from the Massachusetts Office of the Inspector General within two years of appointment to position.
