The successful candidate may be offered a position in either the Housing and Community Services Coordinator or the Senior Housing and Community Services Coordinator classification. The range for the Housing and Community Services Coordinator is $54,383 - $62,542 annually; and for the Senior Housing and Community Services Coordinator is $59,955 - $68,950 annually.

A successful applicant would also enjoy monitoring compliance and providing technical assistance to grant sub-recipients, residents and contractors.

The Neighborhood Services Department has a collaborated working cultures across all three division within the department; BEST Neighborhoods, Community Services (where this position will be located) and Property Standards (code enforcement).

Housing & Community Services Coordinator (The Senior Housing & Community Services Coordinator job description is listed below.)

Summary of Duties: Under general supervision, the Housing and Community Services Coordinator Senior is responsible for qualifying applicants for federal and state funded grants and loans; administering the housing rehabilitation and homebuyer loan processes and collections; coordinating contractor and sub-recipient payments; monitoring compliance and providing technical assistance to grant sub-recipients; conducting environmental reviews; managing grant program budgets; administering projects and programs which contribute to the city meeting Consolidated Plan goals as required by the U.S. Department of Housing and Urban Development, and coordinating applicant assistance with social service agencies.

Distinguishing Characteristics: This is the advanced journey-level classification in the Housing and Community Services Coordinator series. The incumbent plans detailed methods to attain desired objectives working within established policy. Methods require use of initiatives and resourcefulness in developing processes and procedures. Works under indirect supervision, conferring with supervisor on unusual matters.

Examples Of ESSENTIAL JOB FUNCTIONS

  • Accepts applications and meets with program participants; reviews application documents; processes and underwrites program participant files; reviews packets to ensure all necessary documents are included, complete, and meets program criteria.
  • Communicates with program participants, realtors, lenders, and title companies regarding status and compliance; distributes approval and denial letters; prepares closing papers for homebuyer transactions and developer transactions.
  • Prepares historical clearances through the Texas Historical Commission; prepares environmental assessments for all projects being assisted by HUD funds.
  • Educates affordable home developers on HUD regulations and compliance.
  • Disperses grant funds to developers for reimbursement of eligible expenses; tracks all funds to ensure compliance with funding agreements and budget limitations.
  • Prepares funding agreements for agencies that have been approved to receive grant funds; participates in training meeting for collaborating agencies.
  • Creates new affordable housing units by locating properties that are eligible to be acquired, rehabilitated, and sold to program participants.
  • Participates in marketing city programs to bankers, lenders, realtors, and other potential program sponsors.
  • Delivers presentations to other organizations and departments in relation to city programs and their benefits.
  • Responds to inquiries from developers, program participants, and program applicants; researches and provides additional information as needed.
  • Participates in developing and modifying standard program documents and policies.
  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions: Determines property owner and contractor eligibility for participation in federal programs; loan payment schedules and collection procedures; public awareness educational methods to promote departmental programs; and project environmental eligibility. Position requires discretionary judgment regarding work priorities, time utilization, and effective courses of action to complete assignments. Must make immediate and informed decisions without close supervision.

Minimum Qualifications:

Knowledge of: CDBG statutes and their implementation; public relations methods; Federal, State, and local regulations related to housing issues; fair housing laws; affordable housing programs; loan servicing; loan underwriting and processing; real estate practices; housing financing techniques; HUD and property standards codes.

Skill in: Communicating effectively both verbally and in writing; interacting with people from varied socio-economic backgrounds; preparing reports; planning, scheduling, resource management, organizational planning and managing multiple projects; applying accounting principles and financial analysis and resource management methods; maintaining accurate records and filing systems; creating and maintaining effective working relationships with outside agencies and the public performing duties exercising good judgment and without close supervision; operating standard office equipment and software including spreadsheets, word processing, databases, graphics programs.

Education: Bachelor’s degree in Social Work, Business, Finance, Public Administration, Urban Planning, or related field.

Experience: Three (3) years of experience as a Community Development Coordinator, or in mortgage lending, CDBG administration, housing rehabilitation or related field.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications: Texas Class C driver’s license (must obtain within 30 days of hire per state law). Texas Notary Public license.

Senior Housing & Community Services Coordinator

Summary of Duties: Under general supervision, the Housing and Community Services Manager is responsible for managing the overall activities of the Community Services Division, which has the primary goal of maintaining the livable and sustainable community through vital neighborhoods and exciting urban centers.

  • Oversees the Community Development Block Grant (CDBG) and HOME investment partnership grant, funded programs, and general programs assisting low to moderate income households; manages the activities of the Community Services Division.
  • Collaborates with citizen groups and non-profit organizations interested in neighborhood revitalization and addressing the needs of moderate and low-income citizens; responds to inquiries about city programs and assistance.
  • Develops and implements policies, programs, and guidance to assists Plano households in need.
  • Acts as staff liaison to the Community Relations Commission, the Plano Housing Authority, and the Plano Housing Corporation.
  • Prepares grant applications pertaining to the needs of low-income residents, such as CDBG, HOME, and Emergency Shelter Grants.
  • Develops and implements programs which benefit low- and moderate-income citizens, such as homeownership programs and homelessness prevention programs.
  • Ensures that grant programs are operated in conformance with Housing and Urban Development (HUD) rules and regulations.
  • Manages the staff and activities of the Day Labor Center.
  • Reviews various plans and reports; stays abreast of federal regulations.
  • Seeks out additional sources of funding for programs for low- and moderate-income citizens.
  • Delivers presentations regarding the city’s efforts to assist residents in need, community resources, and programs.
  • Regular and consistent attendance for the assigned work schedule is essential.

Typical Decisions: Determines programs to recommend for funding by the Community Relations Commission; determines activities eligible for federal funding; sets program policies; determines performance measures and evaluates performance against those standards of measure.

Minimum Qualifications:

Knowledge of: Principles, practices, and methods of community development; familiarity with management of federal grants, especially CDBG; HUD grant administration and accounting regulations; principles and techniques of housing rehabilitation programs.

Skill in: Communicating effectively both verbally and in writing ; working effectively with citizen groups; addressing, negotiating, and resolving conflict; interacting with contractors and non-profit agencies.

Education: A Bachelor’s Degree in Urban Planning, Public Administration, or related field. Master’s Degree preferred.

Experience: Five (5) years of progressively responsible experience in grants management, municipal code enforcement, urban planning, or community development, with two (2) years spent in a managerial or supervisory capacity.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications: Texas Class C driver's license (must obtain within 30 days of hire per state law).

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment ; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone . Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds .

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
