What are the responsibilities and job description for the HUMAN RESOURCES DIRECTOR position at City of Plantation?
This is an exempt position which requires highly responsible work overseeing, organizing, and directing the Human Resource programs of the city in order to assure holistically successful employees and positive conditions of employment for the maintenance of a high performing city workforce.
This position is also responsible for the development, implementation, and administration of the phases of the Human Resources programs, including recruitment, placement, position classification, compensation, safety, labor relations, benefits, and general employee relations.
Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Develops internal policies of operation in conjunction with the City's Administration.Establishes or recommends the establishment of personnel standards of the City, and develops all procedures and policies to meet those standards.
Directs and oversees the recruitment program, placement policy, position classifications, and recordkeeping processes in accordance with acceptable personnel administration standards.
Directs and/or delegates the direction of the City payroll function to assure compliance with applicable state and/or federal laws.
Suggests routine recommendations to City department heads regarding personnel procedures and selection.
Manages and evaluates all applicable departmental personnel.
Develops, implements, authorizes, and controls departmental budget; ensures all functions and programs under charge are performed within established budgetary parameters, including performing cost-control activities, monitoring revenues and expenditures, and ensuring sound fiscal control.
Develops and administers City employee benefit programs.
Assists department heads in various personnel performance review processes and participates in post-evaluation processes as needed.
Directs and performs research and conducts special projects as requested by City officials.
Manages worker’s compensation program in partnership with Risk Management.
Works with representative personnel groups to assure positive relations between the City and its employees.
Performs related work as required and as directed.
Knowledge, Skills, and Abilities:
Knowledge of the techniques and objectives of public Human Resources Administration.
Knowledge of the theories of public Human Resources Administration and modern management practices and principles.
Knowledge of informational sources in the field of Human Resources Administration.
Knowledge of the terminology, job content, and qualification requirements of a variety of public occupations.
Knowledge of municipal organizations and relevant municipal laws.
Knowledge of accepted methods and practices of recruitment, selection, and testing.
Knowledge of proper telephone etiquette and procedures.
Skill in verbal and written communication.
Skill in computer literacy.
Ability to interface City Human Resources programs with goals and objectives of the City as determined by elected officials.
Ability to develop long-term plans and programs (3 to 5 years) and make sound decisions on operation and administrative policies relating to the Human Resources Department.
Ability to use tact and courtesy in the course of work.
Ability to prepare concise and orderly reports in a timely manner.
Ability to supervise in a manner conducive to full performance and high morale.
Ability to perform independent research as required.

Education and Experience:
Bachelor’s Degree in Human Resources, Business Administration, Public Administration, Psychology, Industrial Relations, or related field or equivalent; Master’s degree preferred; supplemented by a minimum of 10 years of experience in related field with 5 years of progressively responsible management experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licenses and Certifications:
Valid State of Florida driver’s license.
Active participation in an accredited Human Resources Association (FPHRA, SHRM, IMPA, etc.).
Physical Demands
This is a designated "Recovery" classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.Work is performed in an office environment and may require travel between various city buildings and departments.
