Job Description

The WPC Treatment Facility Assistant primarily supports WPC Treatment Specialist and Maintenance staff during projects and performs general maintenance and repair duties on department equipment, vehicles, buildings and grounds.

The job requires working knowledge of the construction trades and the ability to learn WPC wastewater treatment systems, equipment and infrastructure. This is an entry level position and requires the ability to effectively assist skilled workers and operate the tools and equipment required to complete assigned tasks. The job requires the ability to maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees, other organizations, and the general public.

The work environment includes a wastewater treatment facility and off-site locations such as farm properties, roadways, easements and wastewater collection system facilities that may include exposure to traffic, hazardous chemicals, raw wastewater, wastewater treatment equipment, noisy and/or loud equipment, working in adverse weather conditions and hazards involving the use of power tools and equipment which subjects the employee to mechanical and electrical hazards. The job requires operating light and specialized equipment, power tools, and operating vehicles.

The job is an immediate response position, responding when called out to emergency situations and for weather events. Employees designated as immediate response personnel must live thirty (30) minutes or less from their usual daily work site.

Essential Duties And Responsibilities

  • Assist licensed WPC Treatment Specialist and Maintenance staff by performing supporting tasks on projects involving wastewater treatment systems, equipment and infrastructure including, but not limited to, deep-water basins, tanks, pumps, valves, gearboxes and drives.
  • Maintains a safe, clean and orderly work environment. Performs cleaning duties. Performs wash-down and cleaning of tanks and basins. Repairs and cleans wastewater facilities including floors, sinks, and buildings that house operational equipment. Collects trash and debris on facility grounds and empties and maintains trash receptacles.
  • Performs maintenance of landscaping and facility grounds including mowing with push and/or deck mowers, trimming, pruning, pest control, removal and planting of trees, shrubs and flowers. Installs, maintains and repairs irrigation systems, fences, gates, concrete sidewalks, walkways and parking lots. Operates and maintains mowers and other related grounds equipment and tools. Applies fertilizers, herbicides, and insecticides.
  • Operates and uses department vehicles and equipment, including, but not limited to, a skid steer, backhoe, chain hoist and fork lift, to move materials and supplies and assist with maintenance and repair needs.
  • Maintains vehicles by cleaning, fueling, checking and topping off fluid levels, inspecting lights, gauges and wear on parts.
  • Maintains, services and repairs equipment and tools.
  • Maintains work orders, maintenance, and inspection records.
  • Assists in the collection of soil samples by pinning locations and using an auger to obtain the samples.
  • Supports special projects and activities when assigned. May support activities at other divisional work locations as needed. Attends and completes assigned training as required to ensure compliance with city policy, state and federal regulations.

Acceptable Experience, Training, Licenses And/Or Certifications

  • High school diploma or GED;
  • Idaho driver's license required;
  • Two (2) years mechanical, plumbing, and/or construction experience is preferred.

An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.

Knowledge Of

  • Methods, techniques, and objectives of maintaining buildings and grounds;
  • Methods, techniques, and objectives of maintaining tools, vehicles, and equipment;
  • Basic building/construction trades including plumbing, carpentry, painting, and related skills;
  • Basic methods, techniques, and objectives of maintaining wastewater treatment systems and related mechanical components;
  • Federal regulations and City policies regarding safe work practices relating to use of power tools, hand tools, ladders and power lifts, and repair and maintenance materials;
  • State, local, and other applicable building, safety, and health codes and regulations.

Skill And Ability To

  • Assist with maintenance and repair of specialized wastewater treatment equipment and infrastructure;
  • Assist with maintenance and repair of pumps, valves, gearboxes and drives;
  • Maintain facility buildings and structure by performing cleaning, painting and construction tasks;
  • Maintain grounds, including mowing trimming, pest and weed control, irrigation systems and snow removal;
  • Operate and effectively use department vehicles and equipment;
  • Maintain and service motor vehicles;
  • Operate, maintain, service and repair equipment and tools;
  • Operate a personal computer including programs and applications required to perform the duties;
  • Maintain maintenance records, logs, and documentation;
  • Work independently and exercise initiative, with general guidance and supervision;
  • Use effective judgment to make sound and reasonable decisions and problem-solving skills in accordance with laws, ordinances, regulations and established policies;
  • Maintain a professional demeanor at all times;
  • Maintain a collaborative and cooperative working relationship with elected and appointed officials, other City employees;
  • Communicate effectively in the English language at a level necessary for efficient job performance;
  • Complete assignments in a timely fashion; understand and comply with all rules, policies and regulations;
  • Perform all duties in accordance with City policies and procedures with regard for personal safety and that of other employees and the public.

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, climb ladders, work at heights, and in confined spaces. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 75 pounds with assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required.
