This position has an excellent benefits package that includes a 4 / 10 work schedule with Fridays off, an education incentive of 6% for an Master's degree or above. Additionally, this position falls under Group C of the PMMCEA contract which is entitled to 80 hours of Executive Leave.

  • 4% increase on October 1, 2025.

  • MINIMUM QUALIFICATIONS TO APPLY

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be :

    Education :

  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in business administration, public administration, finance, or a related field.
  • Experience :

  • Three (3) years of recent experience performing paraprofessional duties in the risk management field including two (2) years of experience administering complex liability claims.
  • Licenses and Certifications :

  • Possession of a valid California Driver's License, to be maintained throughout employment.

  • ESSENTIAL DUTIES

  • Coordinates investigations of liability claims, including responding to incident scenes, taking statements, locating witnesses, gathering information, and obtaining cost and repair estimates.
  • Serves as liaison between departments, third party administrators, adjusters, and legal counsel in the processing and administration of general liability claims and lawsuits against the City; makes claims decisions as appropriate and / or develops strategies for handling claims in consultation with the City Attorney and Risk Manager; negotiates settlements with claimants or their attorneys, and insurance carriers within limited authority, as directed.
  • Administers the workers' compensation claims management program; processes insurance claims submitted; monitors claims to move them to resolution; provides information to claimants, attorneys, and third-party administrator.
  • Manages subrogation claims and requests restitution pursuing recovery from at-fault parties for damages to City property.
  • Receives, compiles, and analyzes data and reports related to liability and workers' compensation claims; responds to requests for information from a variety of individuals.
  • Summarizes and presents technical reports and information regarding claims activity and trends in assigned areas.
  • Sets appropriate reserves; coordinates reserve amounts needed with the Risk Manager as necessary for complex claims.
  • Reviews, investigates, and analyzes general liability, automobile liability, employee personal property, and subrogation claims; obtains supporting information and documentation pertaining to claims.
  • Assists with development and implementation of the City's risk management policies, procedures, and information systems.
  • Assists in preparing Requests for Proposals (RFP) and Professional Service Agreements (PSA); assists in managing contracts.
  • Monitors and oversees claim handling activity by Third Party Administrator (TPA) and provides feedback to optimize workers' compensation program results.
  • SELECTION PROCESS

    PHYSICAL DEMANDS

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.

    ENVIRONMENTAL CONDITIONS

    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing divisional policies and procedures.

    The City of Pomona offers the following generous benefit package. Employees serve a 12-month probationary period. The Salary Scale Plan is composed of five steps. Merit step increases are based on meets standards performance, except step 4 and 5, which requires exceed standards performance.

    WORK SCHEDULE : Most employees work a 4 / 10 work schedule.

    In order to maintain service to the public, departmental effectiveness, productivity and / or efficiency, a Department Director may assign an employee a different work schedule that is in compliance with the requirements of FLSA with Human Resources and Association approval. RETIREMENT BENEFITS : Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a new member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost (Govt. Code Section. 7522030(c)). However, a new employee who is a classic member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, all new employees shall pay the CalPERS member's retirement contribution of 6.75%. City of Pomona employees do not contribute into Social Security. PAID HOLIDAYS : 13 paid holidays & 2 floating holidays are provided per year. VACATION LEAVE :

  • 1-3 years = 80 hours
  • 4-5 years = 120 hours
  • 6-8 years = 160 hours
  • 9-15 years = 200 hours
  • 16 years plus = 240 hours (maximum)
  • SICK LEAVE : 12 days per year (prorated if on any leave without pay). EXECUTIVE LEAVE : Provided to Group C (exempt) employees. Accrue 80 hours per year. GROUP INSURANCE PROGRAMS : These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.

  • HEALTH INSURANCE : $700 per month; cash-in-lieu program available
  • DENTAL : $75 per month
  • VISION : Voluntary participation by the employee
  • 125 BENEFIT PLAN CONTRIBUTIONS :
  • Waiving coverage = $45 per month

  • Single coverage = $185 per month
  • Two-party coverage = $975 per month
  • Family coverage = $1,575 per month
  • LONG TERM DISABILITY INSURANCE : 66 2 / 3 of base salary for a maximum of 2 years after 60 days
  • LIFE INSURANCE : $50,000 policy plus AD&D
  • EDUCATIONAL INCENTIVE PLANS are available for eligible employees to develop their knowledge and abilities.

  • TUITION REIMBURSEMENT : $3,500 per year, provided employee is not receiving Education Incentive.
  • EDUCATION INCENTIVE : This benefit is provided to qualifying employees for a degree from an accredited college when such a degree is higher than the minimum degree required for the position. Provided employee is not receiving Tuition Reimbursement or after one (1) year from date employee received Tuition Reimbursement.
  • 2% for an associate's degree

  • 4% for a bachelor's degree
  • 6% for a master's degree
  • DEFERRED COMPENSATION : A voluntary deferred compensation 457 plan is available. FLEXIBLE SPENDING ACCOUNTS : are available where employees use pre-tax salary to pay for regular child care, adult dependent care and / or medical expenses. CREDIT UNION membership is available to all City employees and provides access to low interest loans.
