Building Plans Examiner I (Structural) #2025-020

Works for the Building Official under the direct supervision of the Chief Building Inspector or designee. Highly responsible technical work in the enforcement of local, state and federal regulations. Capable of rendering interpretations of the Broward County Amendments, Florida Building Code and adopting policies and procedures in order to ensure the technical provisions of the code are being administered in the best interest of the public to ensure the protection of property, life safety and general welfare. Performs examination of new construction and level I through III alteration projects to determine if they have been designed in accordance with the minimum safety factors and code compliance standards set forth by the Florida Building Code. Consults with architects, engineers, general and specialty contractors, and home/business owners on building permit applications. Performs examination of all documentation and specifications submitted for quick service permit types in residential, commercial and public buildings. Generates permits, calculates fees, verifies contractor’s competency certification, and attends court hearings as expert witness. May perform mandatory/verification inspections for work in progress or completed, either approving, disapproving or issuing a notice of correction when applicable. Investigates complaints regarding alleged code violations, determines the validity of the claims, and recommends remedial action. Performs examination tasks under the established service cycle guidelines to maintain service cycle times. May perform Accessibility, Change of Use, NPDES, DRC, RS Means and SI/SD evaluations when requested. Conducts pre-application and pre-construction meetings. Participates in Rapid Impact/Damage Assessment deployments immediately following a wind and/or flood storm event. Performs after-hours and emergency plans examination/inspections when requested. Capable of navigating through various software solutions applications and hardware equipment to accomplish assigned tasks. Participates in annual inspection of business and government buildings and housing greater than duplexes. Retains certification through mandatory continuing education programs. Performs related work as required.

High school diploma or equivalency. Must be capable of securing certification through the Broward County Board of Rules and Appeals as outlined in Chapter 2, Section 201.2 (A). Must be capable of securing certification through the Florida Building Code Administrators and Inspectors Board. Must be licensed as a Design Professional or Certified Contractor. Must possess 10-years combined construction experience, with 2-years performing construction inspections. Must also possess a minimum of two-years construction experience in the High Velocity Hurricane Zone.  Bachelor's Degree in Architecture, Engineering, Building Construction, Construction Management or other closely related field is preferred.  Possess a valid Florida driver's license. A comparable amount of training and experience may be substituted for the minimum qualifications. Ability to acquire FEMA NIMS certification up to level G-400. Knowledge of all aspects of building construction materials and methods, and of stages in construction when possible violations and defects may most easily be observed and corrected. Knowledge of building standards and codes and related laws and ordinances. Ability to read and interpret plans, specifications, and blueprints quickly and accurately, and to compare them with construction in process. Knowledge of mapping and basic engineering principles and plans. Ability to serve in a lead capacity including delegating and reviewing the work of others. Ability to organize, prioritize, and multitask in a stressful environment. Ability to establish and maintain effective working relationships with internal and external customers. Possess excellent interpersonal skills with the ability to communicate effectively, both orally and in writing. Ability to perform mathematical calculations. Ability to establish and maintain accurate records. Ability to operate office equipment such as office computers and calculators as well as the automated permit tracking system. Ability to navigate various cloud-based software applications. Ability to effectively communicate and interact with the general public, co-workers, city officials and members of diverse cultural and linguistic backgrounds, regardless of race, religion, age, sex, disability or political affiliation. Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies. A strong understanding of ethical behavior is required. Ability to maintain regular and punctual attendance. Sedentary position with the ability to see, read, talk, hear, handle or feel objects and controls. Physical abilities include light lifting up to 10 lbs. and occasionally up to 20 lbs. Capable of standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, pushing and pulling when performing field work at construction sites. May be temporarily exposed to noise/odor pollution, poor weather conditions and hazardous job sites.
