JOB SUMMARY
This position is responsible for enforcing compliance with city codes and ordinances issuing notices of violations and issuing city ordinance citations.

MAJOR DUTIES
  • Patrols the city to look for code violations.
  • Field code enforcement related complaints by responding to telephone internet email or facsimile from citizens builders property owners utilities public officials and property managers.
  • Issues code violation notices Issues city ordinance citations.
  • Attends Municipal Court and testifies as required.
  • Attends city workshop/council meetings as required.
  • Works in a safe manner.
  • Reports unsafe activity and conditions to the appropriate city department and/or emergency services.
  • Completes a Daily Activity Report (DAR).
  • Maintains data as required by the Department Head for Work and Performance Reports.
  • Maintains city vehicle equipment tools books etc.
  • Maintains certifications by attending training c lasses to obtain required continuing education credits.
  • Performs other job-related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of federal state and local laws codes and regulations related to code enforcement.
  • Knowledge of local codes and ordinances.
  • Knowledge of the policies procedures and activities of the Police Department Knowledge of computers and job-related software programs.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in using independent judgement in routine and non-routine situations.
  • Skill in effective communication and interaction with supervisors citizens public officials and other staff members.
  • Skill in the preparation of clear and precise reports.
  • Skill in oral and written communication.
  • Ability to detect code violations organize analyze and problem solve.
  • Ability to operate a motor vehicle.

SUPERVISORY CONTROLS
The Chief of Police or designee assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES
Guidelines include the Georgia Law Enforcement Handbook; the International Property Maintenance Code; and city ordinances. These guidelines require judgment selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK
The work consists of varied inspection and code enforcement duties. Strict regulations and deadlines contribute to the complexity of the position. The purpose of this position is to complete inspections to ensure compliance with relevant property maintenance codes and to enforce city codes and ordinances. Success in this position contributes to the provision of a safe and healthy environment for the general public.

CONTACTS
Contacts are typically with co-workers other city employees architects engineers contractors developers vendors court personnel and members of the general public. Contacts are typically to provide services to give or exchange information to resolve problems or to justify defend or negotiate matters.

PHYSICAL DEMANDS/WORK ENVIRONMENT
The work is typically performed while intermittently sitting standing walking bending crouching or stooping. The employee frequently lifts light and heavy objects climbs ladders uses tools or equipment requiring a high degree of dexterity and utilizes the sense of smell. The work is typically performed in an office and outdoors occasionally in cold or inclement weather. The employee is exposed to noise dust dirt grease and machinery with moving parts. Work requires the use of protective devices such as masks goggles gloves etc.

MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Ability to complete minimum curriculum required for the Georgia Association of Code Enforcement (GACE) Certification as a Code Enforcement Officer and/or be able to obtain the International Code Council (ICC) Certification as either a Property Maintenance/Housing Inspector or a Zoning Inspector within two years or otherwise set forth by supervisor.
  • Possession of or ability to readily obtain a valid driver™s license issued by the State of Georgia for the type of vehicle or equipment operated.
