ESSENTIAL FUNCTIONS

- As a manager, this position is responsible for overseeing Code Enforcement Officers and support staff in enforcement and inspections to ensure compliance with applicable codes.
- Promotes the interdisciplinary philosophy of the Department and contributes to the team environment through successful management of the Code Enforcement Division.
- Develops routine and specialized work programs and assists subordinate staff in preparing cases for hearings before the Special Magistrate.
- Coordinates with the clerk’s office on the preparation of Special Magistrate meeting agendas and packets. Participates and testifies in hearings before the Special Magistrate.
- Accurately and effectively researches properties, their owners, and all legal matters needed for the lawful prosecution of code enforcement cases and liens.
- Administers the Code Enforcement Liens and the lien reduction program.
- Ensures public records requests are completed in a timely manner.
- Administers the Commercial Property Maintenance Program.
- Administers the City’s Special Events Ordinance and Sidewalk and Outdoor Sales Ordinances.
- Administers the City’s Code of Ordinances and Land Development Codes updates relating to Code Enforcement.
- Develops policies and procedures to enforce newly adopted ordinances and regulations.
- Develop and maintain a standard operating procedure outlining the responsibilities, duties, and functions of the Code Enforcement Officers and Support Staff.
- Emphasizes customer satisfaction and promotes voluntary compliance in all code enforcement activities.
- Accurately and effectively interprets and enforces complex regulations including those contained within the Florida Statutes, the City’s Code of Ordinances, and the Land Development Code, as well as the International Property Maintenance Code, Building Code, National Electric Code, Fire Code, and other pertinent documents.
- Assists subordinate staff in preparation of written Notices of Violation, orders, and other legal documents when necessary.
- Establishes and maintains electronic and manual records and files pertaining to Code Enforcement activities.
- Establishes monthly and annual reports for case management, status, and Special Magistrate hearings.
- Assists in the preparation and implementation of the Department budget.
- Promotes a positive, cohesive working environment.
- Directs staff and establishes and implements programs and procedures to ensure pro-active Code Enforcement, and the administration of minimum residential housing codes and property maintenance standards.
- Performs related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.
This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary, shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration.
SUPERVISORY RESPONSIBILITIES
- Directly supervises the Code Enforcement staff.
- Carries out mid-level supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; apprising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Establishes and maintains cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects/cases.
- Plans, schedules, supervises and evaluates Code Enforcement Personnel to ensure quality standards and timely completion of all cases; ensures proper and timely inspections and re-inspections are completed.
- Performs day-to-day administration and supervision of the Code Enforcement Division.
- Responds to complaints and questions concerning code violations and Code Enforcement issues; provides information and technical assistance to citizens and subordinates; researches problems and initiates resolutions; discusses problem areas with property owners, property managers and contractors.
- Reviews officers’ cases to see case data, photographic records of violations, and inspection activities are in order and maintained properly.
- Prepares or completes various forms, reports, correspondence, logs, citations, violations notices, warning notices, stop work order notices or other documentation.
- Oversees the Special Magistrate process and prepares presentations, makes certain cases are properly prepared by the Code Officer and the violators are properly noticed; coordinates with witnesses when needed.
- Participates in neighborhood and HOA meetings as necessary.
- Attends City Council meetings as assigned.
QUALIFICATIONS

Education and Experience
- Associates Degree in Construction, Business, Criminal Justice or related field
- Five (5) years increasingly responsible code administration experience or law enforcement, including at least two (2) years in a supervisory capacity; or
- Equivalent combination of education and experience
- Certifications, Licenses, and Registrations
o F.A.C.E. Certification required or equivalent.
o Fundamentals of Code Enforcement
o Administrative Aspects of Code Enforcement
o Legal Issues in Code Enforcement
o Valid Florida driver’s license.

- Ability to read, analyze, and interpret work related documents. Ability to communicate effectively both orally and in writing.
