Job Description:
POSITION OBJECTIVES
This position includes supervisory and manual work in various maintenance, repair and construction activities such as facilities maintenance.
ESSENTIAL FUNCTIONS
This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation.

WORK ENVIRONMENT
- Plan/schedule work, determines work requirements and assigns appropriate employees to jobs, secures needed tools, equipment supplies and materials.
- Enforces safety procedures and precautions.
- Works from written work orders, oral instructions, and/or from blueprints, layouts and sketches.
- Follow up with contractors to ensure work conforms to job scope and details.
- Operates various pieces of equipment such as: pickup truck, tractor, backhoe, front-end loaders, and graders.
- Maintains records on projects and ensures proper agencies are charged appropriately through review of vendor/contractor invoices and approval for payment.
- Perform duties of subordinates when necessary.
- Performs related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.
- Supervise and participate in a variety of maintenance and construction activities such as:
- Drainage: Maintenance, repair and construction of swales, storm drains and catch-basins. Maintain storm drains, ditches and catch basins by inspecting, repairing, cleaning and clearing.
- Facilities: Maintenance, and repair of City buildings and facilities, to include janitorial functions, and City road information signs. Assist city and county agencies with street lighting and review of new construction plans.
- Grounds: Maintenance and repair of City grounds, road medians, including concrete, traffic islands, roadsides, and irrigation systems. Planting, sodding, trimming, mowing, edging, pruning, watering and fertilizing of grass, flowers, shrubs, and trees. Spraying of grass, flowers, shrubs and trees with insecticides, fungicides and weed killers.
- Roads and Streets: Maintenance, repair and construction of roads and streets. Repair of potholes and utility access cuts in streets, broken concrete on bike paths, sidewalks, drainage aprons, and spillways. Repair/replace and install traffic signage. Review and initiate street striping and road resurfacing.

SUPERVISORY RESPONSIBILITIES
- Carries out supervisory responsibilities according to the organization's policies and applicable laws. Responsibilities may include interviewing, hiring, and training employees; planning, scheduling, assigning, and directing work; appraising performance; rewarding and disciplining employees, and addressing complaints and resolving problems.
Education and Experience
- High school diploma or general education degree (GED) desired; or five years related experience and/or training; or equivalent combination of education and experience.
- Eight (8) years of related experience and/ or training, and one (1) year of supervisory experience; or an equivalent combination of the two.
o Class B Commercial Driver’s License
Knowledge, Skills, and Abilities
- Knowledge of basic project management principles as related to the position.
- Ability to read, analyze, and interpret constructions plans, specifications, general business periodicals, professional journals, technical procedures, or governmental regulations.
- Ability to write reports, business correspondence, and procedure manuals.
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
- Ability to compute rate, ratio, and percent and to understand, develop and manage the budget for the particular division.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
- Ability to deal with problems involving several concrete variables in standardized situations.
- Ability to operate a variety of power tools applicable to the essential job functions.
- Computer skills, including the ability to operate Microsoft Office systems.
PHYSICAL DEMANDS
- While performing the duties of this job, the employee is regularly required to talk or hear.
- The employee frequently is required to stand; walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms.
- The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch, or crawl.
- The employee must regularly lift and/or move up to 50 pounds, frequently lift and/or move up to 100 pounds, and occasionally lift and/or move more than 100 pounds.
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT
- While performing the duties of this job, the employee regularly works in outside weather conditions.
- The employee frequently works near moving mechanical parts and is frequently exposed to vibration.
- The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
Compensation Details:
Hourly Pay: $21.40
