The starting salary range for this position is $85,779.82 - $98,646.80 depending on Qualifications 

Under direction of the Utility Systems Director or designee, this is overall supervisory, administrative, and technical responsibility of above average difficulty in supervising the operations of the Water Distribution & Wastewater Collection Division.  Facilitates the development of public trust and confidence in the City’s Utility.

This position is an Essential classification and will require you to report to duty before, during and after a civil emergency.



The following duties are illustrative for this position.  The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.  

  • Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Ensures compliance with City ordinances/policies and appropriate State and Federal laws, codes and regulations related to assigned projects and activities.
  • Risk Management liaison for the D&C Division on incidentsand reporting, which may require immediate emergency response in the field, including evenings, weekends, and holidays. 
  • Responsible for communications on behalf of Utility executive management to Risk Management and other departments as necessary. Required to frequently use effective communication skills, teamwork, collaboration and adaptability; understanding of a Utility operation.
  • Coordinates regular maintenance and installation practices with systems activities. 
  • Responsible for development and implementation of planned preventive maintenance programs.
  • Consults with and assists engineers and/or technical staff regarding needed field improvements, modification, and replacement of equipment.
  • Monitors and controls project progress and develops project status, cost and schedule reports. 
  • Assists in investigating accidents and recommends preventative measures to the Utility’s Safety Manager.  
  • Responsibilities require the frequent use of tact, creativity, discretion, initiative and independent judgment requiring general knowledge of the policies and procedures of the organization.
  • Responsible for cost and technical reports on field operations; budget development and proposals; review requisitions for maintaining operations and systems.
  • Prepares and monitors budgets, estimates and feasibility reports for new or modified program services and infrastructure.
  • Develops cost control and cost reduction methods. 
  • Reviews performance evaluations.
  • Maintain and discuss City policies and procedures with staff.
  • Assists with the implementation of training programs for all staff levels.
  • Other duties as may be assigned.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION AND/OR EXPERIENCE

Graduation from an accredited four-year college or university with a Bachelor’s Degree of Business or Public Administration or a related field required. A minimum of five (5) years progressively responsible experience in Supervising or Managing Utility operations required.Possession of valid Florida driver’s license and maintenance of clean driving record required. 

OTHER SKILLS AND ABILITIES   

  • Knowledge of functions, processes and operations of Water Distribution and Wastewater Collections  systems.
  • Knowledge of the principles, operating methods and equipment usual to utility systems. 
  • Knowledge of occupational hazards and safety requirements of complex treatment facilities and field systems.
  • Knowledge of the organization and functions of the Utility Systems department.
  • Knowledge of the City’s and department’s policies and procedures.
  • Ability to establish and maintain and effective working relationship with other City departments, public officials, employees and the public in an effective, courteous and cooperative manner.
  • Ability to communicate effectively in writing and orally.
  • Ability to focus on the positive in every situation.
  • Ability to stay centered when challenged.
  • Ability to model respect for individuals, teams, and the organization.
  • Ability to work under pressure and meet deadlines.
  • Ability to follow through with assigned tasks.
  • Ability to establish and maintain the trust and confidence of the department and public. 
  • Ability to plan and forecast for a period of five (5) years.

While performing the duties of this job, the employee is occasionally exposed to fumes or airborne particles, outside weather conditions and vibration. The employee is frequently exposed to noise, dust, fumes, airborne particles, uneven surfaces, heights, and stressful situations. The employee works with hazardous power tools and is exposed to heights up to 30 feet

The noise level in the work environment is usually moderate.
