Planner I- $27.91 - $32.09
Responsible for entry level professional work requiring the ability to handle multiple tasks including the management of development requests such as site plans, subdivisions, rezonings, variances, and special exceptions as well as conducting long range planning research and independent studies. Familiarity with Florida’s growth management practices and comprehensive planning. This position will require exceptional customer service skills, strong written and verbal communication skills, computer skills, and analytical ability.
Planner II- $30.77 - $35.38
This is advanced professional work in community planning, research, and design relating to current land development and rezoning proposals, environmental assessment, planning research, and/or planning initiatives.

Planner I-
- Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
- Performs moderate City planning work under limited supervision and direction, including tasks related to physical, social, contextual, and economic aspects of the City and its neighborhoods.
- Reviews or assists in the review of site plans, variances, rezonings, subdivision plats, landscape modifications, and special exception uses for conformance with codes, plans, and regulations.
- Conducts site visits and/or inspections as needed.
- Reviews and approves sign permits, model home permits, and zoning compliance forms.
- Prepares written staff reports and makes presentations to the City Council, Planning & Zoning Board, and other boards and committees as necessary.
- Attends evening and weekend meetings as necessary.
- Compiles data and assimilates such into various reports and records for documentation purposes, accountability, and future reference.
- Provides information, guidance, and assistance to customers and other employees in response to inquiries.
- Coordinates with other departments, state and federal agencies, and other regulatory bodies.
- May participate in, or serve as a representative/liaison to, interdepartmental groups, teams, and committees as needed.
- Performs zoning reviews for building permits.
- Performs Planner of the Day duties.
- Other duties as may be assigned.
Planner II-

- Evaluates land development regulations, prepares amendments to regulations, presents final work product in writing or verbally.
- Conducts site visits and/or inspections as needed.
- Prepares written staff reports and makes presentations to the City Council, Planning & Zoning Board, and other boards and committees as necessary.
- Interprets and applies applicable state, county, and local codes, ordinances, and regulations.
- Conducts research in specific or general project areas and prepares white papers.
- Writes and presents formal and technical reports, working papers, and correspondence.
- Performs Planner of the Day duties.
- Reviews use and occupancy forms.
- Performs zoning reviews for building permits.

EDUCATION AND/OR EXPERIENCE
Planner I-
Graduation from an accredited college or university with a Bachelor’s in Urban Planning, Public Management, Engineering, Urban Design, Political Science, Public Administration, Construction Management, Environmental Science, Geography, or Interdisciplinary Studies which includes Planning or Engineering required. One (1) year of professional work experience in urban planning or related field preferred. Alternately a Master's degree in Planning or Public Administration will be accepted with no professional planning experience.
Planner II-Graduation from an accredited college or university with a Master's degree in Urban Planning, Public Administration, Public Management, Engineering, Urban Design, Political Science, Construction Management, Environmental Science, Geography, or Interdisciplinary Studies which includes Planning or Engineering and one (1) year of professional experience that includes Planning or Environmental Planning required; OR graduation from an accredited college or university with Bachelor's degree in one of the above fields and two (2) years of professional experience in Planning or Environmental Planning required.
CERTIFICATES, LICENSES, REGISTRATIONS
- Possession of valid Florida driver's license and maintenance of clean driving record required.
- American Institute of Certified Planners (AICP) certification preferred.
KNOWLEDGE, SKILLS, & ABILITIES
Planner I-
- Knowledge of the planning, principles, and practices as applied to the collection of community planning data and in the preparation of community planning reports and studies in both graphic and written form.
- Experience using Bluebeam Revu for plan review is desired but not required.

- Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS.
- Oral communication and interpersonal skills to present research findings to various boards and committees.
