The starting salary range for this position is $25.31 - $ 29.11  depending on qualifications

Responsible, technical, and administrative work monitoring and coordinating the maintenance, construction, and expansion of infrastructure within the Public Works Department. Technical work managing, coordinating, and inspecting City construction projects (road, drainage, and water/sewer). Facilitates the development of public trust and confidence in the City.

This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.

  • Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives; maintains high levels of work and productivity by generating innovative solutions to work situations. 
  • Reviews and interprets construction plans. Ensures the contractor’s adherence to approved standards, specifications, and design plans. Interprets blueprints and specifications and discusses deviations from the specified construction procedures to ensure compliance with regulations governing construction. Attends pre-construction and progress meetings as projects are assigned.
  • Observes and inspects construction work in progress.
  • Measures distances to verify accuracy of dimensions of structural installations and layouts.
  • Inspects and monitors all restoration efforts related to excavations such as backfill, compaction, concrete, and asphalt repairs.
  • May assist in the inspection of roadway paving, grading, and drainage to include site work aspects of commercial construction projects.
  • May assist in collection of survey data for verification and design purposes.
  • Prepares field sketches as needed. May prepare sketches of construction installations that deviate from approved construction plans and report such changes for incorporation on as-builts.
  • Develops and maintains project management, monitors records for each project, and formulates written and oral progress reports.
  • Develops projects from conception through research to development, adoption, design, and construction.
  • Assists with the design and review of projects including, but not limited to, stormwater, swale liner, sidewalks, and roadways. Prepares oral and written presentations of projects.
  • Makes field checks, prepares reports, maintains records, prepares quantity take-offs, and reviews contractors’ pay requests. Computes monthly estimates of work completed.
  • Maintains daily log of construction and inspection activities as well as updating monthly reports on projects.
  • Examines workmanship of finished installations for conformity with standards and approves installation.
  • Serves as liaison between City Departments, the public, developers, contractors, and other regulatory agencies with regard to City projects. 
  • Investigates and attempts to settle complaints arising from assigned City projects and resident requests for service. 
  • Assists in the tracking, review, processing, and coordinating of Right of Way permits for various utilities such as AT&T, Comcast, City Gas, FPL, etc. 
  • May assist in the review and approval of Road/Lane Closure Requests recommending a final signature by the Public Works Director or Designee.
  • Communicates and provides direction and updates to various City Departments during emergency on-call situations. 
  • Assists in calculating costs and determining feasibility of projects based on analysis of collected data. Reviews and evaluates bids for construction projects.
  • Assists in the management of research, design, contract management, and construction of assigned projects.
  • Responsible for the management of assigned Capital Improvement Plan (CIP) projects including administration of contracts, review of pay requests, cost estimates change orders, and schedules.
  • Updates Project Tracker with project information.
  • May be required to work hours other than standard day shift. 
  • Works during emergency situations as required. 
  • Other duties as may be assigned.

EDUCATION AND EXPERIENCE
Graduation from an accredited high school or possession of an acceptable equivalent diploma required. Minimum of five (5) years of progressively responsible experience in the field of construction and inspection required. Experience in roadway, sidewalk and stormwater construction inspection is required. Must be knowledgeable of City Codes of Ordinances, and Florida Department of Transportation (FDOT), Americans with Disabilities Act (ADA) and Public Works Engineering standards and specifications. 
 
CERTIFICATES, LICENSES, REGISTRATIONS 
  • Possession of valid Florida driver's license and maintenance of clean driving record required.
  • National Pollutant Discharge Elimination System (NPDES) Stormwater Management Inspector Certification required to be obtained within six (6) months from date of hire.
  • FDOT Advanced Maintenance of Traffic (MOT) Certification required to be obtained within nine (9) months from date of hire. Must maintain required MOT training.

 KNOWLEDGE SKILLS, AND ABILITIES
  • Knowledge of roadway, sidewalk, and drainage construction methods and governmental laws and policies pertaining thereto.
  • Knowledge of City Codes of Ordinances, and FDOT, ADA and Public Works Engineering standards and specifications.
  • Knowledge of basic engineering methodology and inspection techniques.
  • Knowledge of project evaluation and review techniques. 
  • Ability to work with computerized project management software applications.
  • Knowledge of the City’s stormwater drainage system.
  • Knowledge of the City’s and department’s policies and procedures.
  • Ability to read and interpret construction design prints; prepare material take-offs and as-built drawings; inspect projects to ensure that new construction is performed according to specifications; note and report deficiencies and improper construction methods; monitor job progress; assure that field sketches and cost estimates are accurate. 
  • Ability to practice and enforce good safety procedures.
  • Ability to present and maintain a high organizational image and maintain good public relations.
  • Ability to prepare written technical reports.
  • Ability to read and understand City maps.
  • Ability to access, input and retrieve data from a computer.
  • Ability to establish and maintain effective working relationships with staff, consultants, employees, officials, and the public.
  • Ability to communicate effectively in writing and orally.
  • Ability to focus on the positive in every situation.
  • Ability to model respect for individuals, teams, and the organization.
  • Ability to stay centered when challenged.
  • Ability to establish and maintain the trust and confidence of the department and public.

The noise level in the work environment is usually moderate to loud. The office environment is fast paced.
