Manual and mechanical work of ordinary difficulty and responsibility in connection with water treatment plant operation as a trainee.  Facilitates the development of public trust and confidence in the City and its Utility.

This position is an Essential classification and will be required to report to duty before, during and immediately after a civil emergency.
The following duties are illustrative for this position.  The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.  

  • Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
  • Assist in the operation and maintenance of complex advanced treatment facilities with automatic control and telemetry systems.
  • Assist in the operation and maintenance of pumps, equipment and mechanical/automatic controls to maintain proper treatment and distribution pressures.
  • Check treatment facilities routinely for proper operation and record daily meter readings, includes working at high altitudes. 
  • Take water samples for chemical, bacterial, chlorine and various other water quality tests. Practices safety at all times; safely works and handles corrosive chemicals frequently.
  • Regular and punctual attendance.
  • Assist in the preparation of daily and monthly reports, itemizing water pumped and electricity used.
  • Maintain controls, meters and related equipment. 
  • Perform general housekeeping, including painting, pressure washing and grounds keeping. Provides manual labor functions as directed (e.g. digging holes/trenches; raking; hoeing; lifting; etc.)
  • Input and record data with accuracy and proficiency for use in monthly reports, meter reads, charts, and operational records.
  • Check remote pump stations, wells and interconnects.
  • Complete all scheduled operational duties per shift.
  • Other duties as may be assigned.
 THIS POSITION REQUIRES SHIFT WORK, SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Knowledge, Skill and/or Ability Required: 
  • Knowledge of operation, maintenance and repair procedures relating to water treatment, distribution and supply facilities.
  • Ability to understand and comply with oral and written instructions.
  • Ability to read meters and charts accurately and ability to maintain records of operations.
  • Ability to work safely around chemicals, high water pressures, high voltage and large equipment.
  • Ability to establish and maintain effective working relationships with employees and the public. 
  • Ability to work occasionally at high altitude, often in a hot indoor/outdoor environment.
  • Ability to write clearly when filling out shift sheets and documenting data in log books.
  • Ability to read and comprehend technical manuals.
  • Ability to focus on the positive in every situation.
  • Ability to model respect for individuals, teams, and the organization.
  • Ability to stay centered when challenged.
  • Ability to establish and maintain the trust and confidence of the department and public. 
  • Must be able to work well and communicate with other employees.

  • Ability to follow through with assigned tasks.
Education and/or Experience:
Graduation from an accredited high school or possession of an acceptable equivalency diploma. Successful completion of volumes 1 and 2 of the Water Operations Sacramento courses is preferred. Prior utility systems experience preferred.

Certificates, Licenses, Registrations:
Class “C” Water Treatment Plant Operator’s License as issued by the State of Florida required to be obtained within fifteen (15) months from date of hire in accordance with Florida Department of Environmental Protection regulations. Possession of a valid Florida driver’s license and maintenance of a clean driving record required.The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit, talk, hear, and use hands to finger, handle, or feel. The employee is frequently required to walk and reach with hands and arms. The employee is occasionally required to stand and stoop, kneel, crouch or crawl, work in close and/or confined spaces, reach above shoulders, work overhead on ladders and platforms. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and ability to adjust focus.
 While performing the duties of this job, the employee is regularly exposed to outside weather conditions that may be adverse and extreme (heat, humidity, cold, rain). The employee is frequently exposed to noise, dust, fumes, airborne particles, uneven surfaces, heights, and stressful situations. The noise level in the work environment is usually moderate to loud.
