GENERAL STATEMENT OF DUTIES: Plans, organizes, and directs the operations of the Wastewater Utility for the City of Port Washington.This Division Head is responsible for the operation of the City’s 3.1 MGD wastewater treatment plant, seven lift stations, and the 55 mile collection system. The Wastewater Utility Superintendent supervises a staff of three full-time plant operators who perform maintenance duties at the plant, lift stations, and remote dumping site. This position works closely with the Street Commissioner and Water Utility Superintendent, and reports to the City Engineer. The Wastewater Utility Superintendent is required to effectively communicate both verbally and in writing with supervisors, subordinates, other department heads, elected officials, regulators, and the public. Strong interpersonal skills and the ability to plan and manage multiple operations, provide leadership, display initiative, and exercise good judgment are also required.??Answers all off hour alarms/ emergency calls and responds to emergencies as necessary. SUPERVISION RECEIVED AND EXERCISED: Receives direction and supervision from the City Engineer. Hires and supervises three full-time Wastewater Utility Employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Administer and oversee implementation of policies for the operation and maintenance of the wastewater treatment facility and collection system.Supervise three wastewater treatment plant operators.Responsible for the performance of the wastewater treatment facility ensuring compliance with the WPDES permit.Designated as the Operator in Charge under NR 114.53 of the WI Admin Code and as such is required to be an advanced state certified wastewater operator. Makes final decisions on significant treatment process changes and ensures these changes are in compliance with WPDES permit and WDNR regulations.Administer and approve bio-solids spreading ensuring compliance with nutrient management plans. Compiles related data to prepare reports.Manages the Class B biosolids spreading operations and requests approval from WDNR for additional sites as needed.Maintains the collection system, and complies with the Utility’s Capacity, Management, Operations and Maintenance (CMOM) plan, updating the document as needed. Responsible for managing various capital projects related to the plant and collection system.Approves RFP’s, construction bidding documents and recommends approval to the City Engineer for capital projects as approved by the Board of Public Works.Reviews treatment plant daily operations. Analyzes influent/effluent data, recognizes problems and implements solutions.Maintains close liaison with industry and haulers to monitor what is being discharged and respond when inappropriate discharges are occurring.Oversee tabulation of hauled waste and industrial discharges so that all parties are billed appropriately.Approves and modifies schedules in computer software for effective plant equipment preventative maintenance program. Works with the State and local agencies on pollution control and represents the City on matters pertaining to the prevention of pollution and treatment of water-borne wastes.Prepares the Wastewater Department budget, evaluates Wastewater Treatment plant operating costs and calculates wastewater rates.Develops and implements effective management strategies to improve plant and system performance.Develops and implements on-the-job training of personnel relating to work duties and work methods.Establishes, follows, and enforces job safety requirements in accordance with all State and Federal regulations.
