Work Schedule: Monday – Friday, 8am – 5pm. Occasional after-hours work will be required to support emergency operations, as needed.
Work Location: In-person at 1120 SW 5th Avenue, Portland, OR. Occasional visits to various worksites within City limits will also be required. The Bureau of Fleet & Facilities (BFF) – Facilities Services Division -- manages over 1.5 million square feet of City-owned real property across 18 of the City’s highest-profile civic buildings and public safety facility assets, valued at over $1 billion. Facilities provides comprehensive property management services for these facilities, including building operations management, facility maintenance and repair, space planning and moves management, and capital project development and management. The organization is also responsible for ad hoc real estate services for all City bureaus (acquisitions, dispositions, leasing), and leads citywide long-range real property planning studies as requested by City leadership.
The Contracts & Compliance Supervisor is responsible for supervision of staff and processes associated with Facilities financial and safety compliance controls. This position will oversee a represented and non-represented team of 2 Contract Administrators, 1 Safety Specialist, 1 Vendor Coordinator, and 1 Acquisitions Specialist. This position will provide expertise in decentralized contract and procurement support, overseeing the work of external resources such as contractors and vendors, ensuring BFF Facilities has programs in place and is fully compliant with all OSHA rules and regulations. This position will rotate through after-hours on-call duty responsibilities as needed and provide support services to all BFF Facilities teams.
This position is essential and will provide logistical supervision and support during emergency operations.
Responsibilities Include:
- Recruit, hire, schedule, assign work to, and supervise staff, including technical employees and volunteers.
- Develop job tasks and responsibilities, performance requirements, and personal development targets for staff; provide instruction for performance improvement and development; assign and monitor staff work plans; organize and lead staff meetings; evaluate performance and complete annual performance reviews; recommend discipline as necessary.
- Lead, supervise, and assist the organizational unit; create a positive and supportive work environment; enforce workplace safety; promote an equitable workplace that demonstrates an environment respectful of living and working in a multicultural society.
- Create standard practices, policies, and procedures for day-to-day operations of the diverse and/or technical unit, programs, projects, or tasks; establish goals and direction and communicate expectations to staff.
- Plan, develop, implement, and administer unit and Bureau/Office programs and projects.
- Develop and monitor unit performance and identify opportunities for improvement; oversee development of new tasks and responsibilities for programs and projects.
- Ensure that critical unit functions are completed, and tasks and duties assigned to staff are achieved within schedule and budget, or progressing as scheduled.
- Communicate the status of programs, projects, and tasks with management and other related units and make recommendations and adjustments as necessary.
- Participate in the development and administration of the BFF budget, including cost analysis of programs, projects, and staff; may assist in the development and administration of other Bureau/Office budgets.
- Prepare, review, and oversee BFF contracts with contractors and consultants; approve invoices; monitor compliance.
