Summary of Duties
Pay range: $80,579.20/yr - $116,854.40/yr
The Contract & Compliance Administrator is a key contributor to the legal, contracting and compliance activities at Hillsboro Medical Center. This position coordinates the development, negotiation, execution and maintenance of all types of contracts and agreements typical of a hospital and healthcare system environment. Agreements range from simple to complex in nature across a range of health care providers, facilities, networks and organizations and as well as health system and technology vendors and suppliers, educational institutions and clinical research organizations. This position also supports Hillsboro Medical Center compliance program activities under direction of Chief Legal Counsel. Assists in the development and maintenance of HMC’s healthcare compliance program by supporting and coordinating Hillsboro Medical Center’s compliance with state and federal laws and rules. Contributes to a positive work environment that promotes HMC values.
Contract management project leadership. Representative duties and responsibilities include, but are not limited to:
- Support the design, build, implementation and maintenance of the contract management system at Hillsboro Medical Center.
- Collaborate with internal departments and leadership to determine appropriate contract files, contracting workflows, contract permissions, and contract execution
- Formulate and make available programmatic materials related to contracts and contract administration that educate responsible Hillsboro Medical Center staff.
- Take lead responsibility to work with personnel and resources to ensure reliable and optimal performance of contract management system.
Contract administration. Representative duties and responsibilities include, but are not limited to:
- Oversee the tracking and monitoring of Hillsboro Medical Center agreements to ensure all necessary contract information is captured in the contract management system and available to Hillsboro Medical Center Leaders as needed.
- Assist in the resolution of issues related to contractual relationships.
- Play a critical role in developing and maintaining contract infrastructure and procedures based on management direction.
Contract development and negotiation. Representative duties and responsibilities include, but are not limited to:
- Administer internal contracting process including coordinating review, execution and maintenance of contract documents.
- Perform contract and contract deal analysis and negotiate contract language and terms.
- Engage with department leadership to assist in incorporating business objectives into contracting tools, strategies and contractual arrangements.
- Identify key performance measures to be included in contract language and monitor periodic assessment and evaluation of contractual performance for external and internal constituents.
Maintenance of Hillsboro Medical Center’s Compliance Program based upon the seven (7) elements promulgated by the OIG for General Compliance Program Guidance and in accordance with the Department of Health and Human Services, Office of Inspector General (OIG), state and local regulations. Representative duties and responsibilities include, but are not limited to:
- Researches, develops, and implements policies and procedures.
- Coordinate and support creation and delivery of compliance training.
- Coordinate reviews and investigations in partnership with compliance subject matter experts.
- Support implementation of the Healthcare Compliance Annual Audit Work Plan.
Performs a wide variety of complex professional-level administrative activities as needed to coordinate, measure and report risk and compliance information. Representative duties and responsibilities include, but are not limited to:
- Develops and provides reports, presentations, and metrics to inform and educate leaders, employees, and other stakeholders regarding contracting and compliance concerns.
- Provides regular updates to Legal Counsel and the Compliance Committee.
- Acts as a liaison between the department and all levels of leadership related to contract administration and corrective actions resulting from process-related compliance issues to facilitate effective and timely remediations.

Hiring Competencies
Education & Experience
Required:
- Bachelor’s degree in a related field or equivalent combination of education and experience, and
- Two (2) or more years of progressive experience in contract coordination/administration, and a working knowledge of healthcare compliance, internal audit, revenue cycle and/or hospital operations.
Preferred:
- Experience implementing or coordinating contract management software/system; LinkSquares experience a plus.
Required Knowledge, Skills, and Abilities
Knowledge of:
- Laws and regulations pertaining to healthcare.
- Principles of contract formation, execution and enforcement.
- Healthcare compliance issues and best practices for developing and managing an effective compliance program.
Skill in:
- Professional and effective written and verbal communications.

- Bilingual skills preferred.
Ability to:
- Facilitate and deliver effective training related to contract management and compliance.
- Learn, develop/maintain proficiency, and effectively use current technology, equipment, and software programs, including electronic medical records, Microsoft Office suite (Outlook, Word, Excel, and PowerPoint), and other systems and equipment. Experience with contract management software (LinkSquares or other such system) a plus.
- Work independently performing a wide variety of assignments that require the use of independent judgment, critical analysis, systems-thinking, problem-solving, organization, and prioritization skills.
- Identify potential barriers to communication and employ communication strategies appropriate to the audience/situation.
