Work Schedule: Monday- Friday 8 AM-5 PM, alternative schedule available

The City of Portland Bureau of Environmental Services (BES) is seeking a Grant Analyst II to play a vital role in furthering the development of the bureau’s alternative funding strategy and portfolio.  

The primary responsibility of this role is to implement the bureau’s “cradle-to-grave” alternative funding strategy and management through grant and loan-making processes, support to Project Managers in administering subrecipient awards, assistance with related procurements and contracting, and ensuring compliance requirements have been met.  Additional duties may include support for BES community grant-making programs.  

The position resides in the Business Services Group (BSG) and will work closely with the Office of Government Relations, Grant Management Division, BES Financial Planning and Portfolio Management, Grant Program Managers, Project Managers, agency grantors, and community partner grantees.  

Considering the City’s transition to a new form of government, this individual will need to be flexible in meeting the needs of an evolving role in support of the Public Works Service Area.

What you’ll get to do: 

  • Convene advisory committee, interpret funding requirements, and refine business processes for grant and alternative funding application decisions. 
  • Interpret funding criteria, requirements, and risk to inform bureau decision-making.
  • Liaising with Public Works Service Area bureaus to build joint capacity and streamlining for robust grant programming and compliance.
  • Match funding opportunities to bureau work.
  • Network with city stakeholders and Grantors.
  • Develop grant applications to federal, state, and local grantors in collaboration with Grants Management Office and bureau Project Managers.
  • Oversee compliance with all grant requirements, including subrecipient monitoring and programmatic reporting.
  • Draft, review, and administer contracts and subrecipient agreements funded by Grantors.
  • Execute community grant agreements in support of BES Grant Programs and their Grantees.
  • Maintain tracking and filing systems for pending applications and grant management documents.
  • Remedy compliance issues when they arise.

Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:

  1. Experience managing grant processes, including understanding federal, state, and/or local grant-making regulations and procedures.
  2. Experience analyzing complex systems and situations, identifying issues, and working collaboratively to devise effective solutions within established procedures and guidelines.
  3. Experience communicating clearly, logically, and persuasively, both verbally and in writing, preparing concise and comprehensive reports, presentations, correspondence, and other documents.
  4. Experience drafting, reviewing, and amending grant agreements and reports.
  5. Ability to manage multiple projects and maintain schedules to ensure compliance with application, reporting, and regulatory requirements.
  6. Ability to work collaboratively with a diverse group of individuals, including team members and external partners, to achieve project and organizational goals.

Additional Requirements

Although not required, the following are desirable:

  • Project Management, Change Management, or equivalent certification.
  • Experience working with grants from FEMA, EPA, the State of Oregon, or Metro Regional Government.
