The City of Portland Bureau of Environmental Services (BES) is seeking a Senior Planner – Water Resources to lead planning work and serve as BES’ liaison to the Bureau of Planning and Sustainability (BPS).

This position is responsible for managing integrated plans and plan teams to improve city infrastructure and services while prioritizing equitable access for all Portlanders to healthy watersheds and sanitation. The plans led and developed by this position recommend solutions to reduce risk and increase benefits across systems managed by BES (these include stormwater management, sanitary and combined collection, restoration and remediation, wastewater and resource recovery, collection system pumping, and facilities and properties).

This position is BES’ liaison with BPS and is responsible for representing BES’ interests to BPS. This position coordinates information and work efforts between BPS and BES staff, serving as a key link between infrastructure and growth in Portland.

What you’ll get to do :

Lead BES plans

Serve as project manager for BES plans : organize and manage teams of subject matter experts to develop technical and policy analyses, recommendations, and implementation plans.

Serve as the subject matter expert for completed plans as recommendations are implemented.

Collaborate with the BES Public Involvement team to ensure that public input is considered and reflected, including the involvement of BIPOC and other underrepresented community members.

Directs, reviews, supervises, and monitors the work of consultants. Selects and administers consultant contracts for planning projects.

BES liaison to BPS

Provide expertise to inform City-level decisions about where to do long-range planning and the key issues such planning should address.

Oversee analyses and recommendations on the provisions of sanitary and stormwater services to serve growth.

Lead analyses of proposed changes to environmental land use regulations and their relevance to BES service provision and regulatory obligations.

Represent BES on project-specific BPS multibureau work teams.

Coordinate with other BES staff involved in BPS and other growth planning efforts related to zoning, resilience, infrastructure coordination, development priorities, and growth modeling.

Knowledge of inter-relationships between land use / growth management and water utility management issues.

Experience in and knowledge of principles and techniques of work management and coordination, including goals and objectives development, work planning and organization, budgets, schedules, and quality of work product.

Ability to perform difficult and complex technical research and analysis of water resource, wastewater, or stormwater planning issues or problems, evaluating alternatives, and recommending or adopting effective and equitable courses of action.

Ability to establish and maintain effective working relationships with all levels of City and bureau management, staff, applicants, representatives of agencies and community groups, the development community, media representatives, the public, and others encountered in the course of work.

Experience in presenting ideas and requirements clearly and persuasively, orally and in writing, translating technical water-related information into written documents or oral presentations appropriate to non-technical audiences; and negotiating resolutions to problems or conflicts.

Additional Requirements

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.

  • An undergraduate or graduate degree in urban planning, water resource management, hydrology, environmental science, natural resource management, landscape architecture, or geography, with a minimum of seven (7) years of progressively responsible experience.
