Job Appointment:  Full-Time
Work Schedule: Mon-Fri. 7:00 am - 3:30 pm, alternate schedule may be available after probation
Work Location: Hybrid - The Portland Building, 1120 SW 5th Avenue, Portland, OR 97204. Remote work must be performed within Oregon or Washington. For more information, click here
The current schedule for this position is hybrid. Employees are expected work on site 50% of the time. The City is reevaluating a return-to-office (RTO) policy which could change in-person requirements with notice. The hiring manager for this position will have more up to date information at the time of all verbal/contingent offers.

Position Summary:
The Urban Forestry Division is seeking a highly organized and detail-oriented Administrative Lead to manage financial analysis and administration, oversee division processes, and provide support to the City Forester’s Office and the Urban Forestry Commission. This role is essential in ensuring the effective and efficient administration of the division’s operations, budget, and resources, while promoting transparency, equity, and fiscal responsibility

What you'll get to do:
  • Monitor and report on financial performance, including quality control and recurrent updates.
  • Maintain relationships with cost center managers to ensure accountability and accurate financial reporting.
  • Act as the division liaison with Service Area/Vibrant Communities Finance for budget development and external reporting.
  • Support the development of urban forest management budgets and strategies.
  • Research and track financial plans affecting urban forest infrastructure.
  • Identify funding needs and develop requests for new funds while evaluating grant opportunities.
  • Track position management and team composition, ensuring effective resource allocation.
  • Draft and maintain internal division systems, standard operating procedures, and policies.
  • Coordinate with the bureau and serve as the administrative liaison for the division.
  • Organize division meetings, events, and communications to ensure team cohesion and engagement.
  • Prepare for and manage space reservations and virtual meeting platforms.
  • Compile minutes and maintain information such as websites.
  • Ensure compliance with public meeting laws and recruitment processes.
  • Manage procurement, contracting, billing, and timekeeping processes.
  • Provide scheduling and event support, including meeting preparation and follow-up.
  • Assist in staff recruitment, performance management, and onboarding processes.
  • Create and distribute division communications, reports, and presentations.

About Urban Forestry and Portland’s Forest:
Urban Forestry
's mission is to manage and ensure Portland’s urban forest infrastructure for current and future generations. Portland’s urban forest is valued at over $9 billion and comprised of over 1.2 million park trees, 240,000 street trees and 2.9 million private property trees. The Urban Forestry team is responsible for the overall management, stewardship, and improvement of this essential infrastructure system. Urban Forestry’s work includes delivery of sustainable and equitable forest services to all Portlanders; establishing and enacting best management practices, plans, policies, and technical standards for tree care and protection and urban forest expansion; implementing, enforcing, and proposing improvements to the City’s tree regulations; providing tree maintenance services including 24/7 response to tree emergencies on City properties and public streets; tree planting and expansion of urban forest services; measurement and assessment of urban forest coverage, health, and services; offering community education and stewardship programs; and oversight and support of the City’s volunteer advisory tree board. Portland is a Tree City USA for 48 years; a Tree City of the World and the Urban Forestry program is accredited by the Urban and Community Forestry Society (formerly the Society of Municipal Arborists).

The following minimum qualifications are required for this position:
  1. Ability to lead the administration of complex, multi-million-dollar government finances and budgets, ensuring accuracy and strategic development of annual and multi-year budgets.
  2. Experience developing and delivering administrative services for a high-visibility organization, including internal and external communications, program coordination, and human resources support.
  3. Ability to communicate effectively and professionally, both verbally and in writing, including the preparation of reports, memos, and presentations.
  4. Experience and fluency with software, databases, and technology platforms used for documentation, workflow, and financial management.
  5. Ability to work independently, collaboratively, and effectively with diverse staff and members of the public.
