What are the responsibilities and job description for the Code Enforcement Inspector I position at City of Portsmouth?
Under general supervision, this position performs property maintenance inspections for conformance to standards, codes, and ordinances. Reports to the Manager of Code Enforcement.
ESSENTIAL JOB FUNCTIONS
Performs inspections involving standards, ordinance, code violations, property maintenance, and complaints on minimum rental housing standards, single family dwellings, vacant structures, non-residential buildings, inoperative vehicles, weed and debris, sanitation, enforcement nuisance and refuse and zoning ordinances.
Recommends and or prepares case files for legal action against unresponsive or absentee property owners and cases of non-compliance; appears in court to provide expert testimony regarding property maintenance code interpretation and enforcement procedures; conducts research information on violators; prepares and sends violation notices, post properties of unknown or absentee owners and delivers summons to magistrate.
Ensures systematic scheduling for inspections in specified areas; follows through with complaint investigations; contracts various services for weed and debris removal, boarding of vacant structures and for the removal of inoperative motor vehicles; inspects and reviews contractor services for compliance in accordance to departmental guidelines.
Advises property owners, contractors and builders regarding building code standards and resolves problems or concerns; conducts citizen and staff educational programs, and provides information to the general public; collects special data as requested; provides citizens with information for housing assistance and legal aid as necessary, and assists citizens through complaint investigations.
Keeps abreast of current and future issues and trends; attends training classes, workshops, etc. as appropriate to enhance and maintain knowledge of developments in the field of code enforcement; prepares data for monthly reports related to property maintenance and environmental/zoning functions; maintains and pulls files, makes copies and answers telephone inquiries.
Performs other related work as required. Individual assignments will be determined by supervisor based on current workload and department needs.PERFORMANCE INDICATORS

Has considerable knowledge of federal, state and local laws, regulations and codes governing building, mechanical, electrical and plumbing safety and public safety. Has considerable knowledge of the departmental procedures used to perform building, mechanical, electrical, plumbing, amusement device, inspections, etc. Is skilled in the use of a gauge, meter, circuit tester and other inspection tools. EDUCATION & EXPERIENCERequires a high school diploma or equivalent, and at least three (3) years of experience in building construction, building, fire, housing inspections, plumbing, electrical, mechanical trades, fire/fire protection, elevators or property maintenance work, or a related field, or an equivalent combination of education and experience.
SPECIAL REQUIREMENTS
Certification as an International Code Council of Virginia (ICC/VA) Property Maintenance Inspector required within 18 months of hire.
Certification as an International Code Council (ICC) Zoning Inspector or Virginia Association of Zoning Official (VAZO) Certification as a Zoning Official within 3 years of hire required.
Certification in Federal Emergency Management Agency Independent Study (FEMA IS) 100, 200, 700, 800 required within one (1) year of hire.
This position is considered essential personnel for the purposes of performing the damage assessment portion of the City’s Emergency Operations plan, and will be required to work after normal working hours and on the weekends in the event of a natural disaster or emergency.
A valid driver’s license with an acceptable driving record.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of automated office machinery and equipment including computer, printer, typewriter, calculator, facsimile machine, copier, multi-line telephone systems, etc. Must be able to exert up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for sedentary work. Light work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
